Job Description
- Develop, execute, and manage contract administration frameworks, policies, and procedures across all property development and construction projects.
- Oversee feasibility analyses and cost estimations to evaluate project viability and guide investment decisions.
- Supervise the preparation and evaluation of project budgets, cost plans, and cash flow projections.
- Oversee the evaluation and negotiation of contracts to maintain adherence to corporate policies and legal obligations.
- Identify and assess potential contractual and financial risks, recommending effective mitigation strategies.
- Review and advise on design specifications to ensure consistency with project feasibility and cost parameters.
- Work closely with consultants, QS, and project teams to ensure project designs achieve optimal functionality and cost effectiveness.
- Participate in reviewing joint venture (JV) agreements, highlighting conditions precedent and potential contractual issues.
- Oversee the management and execution of contractual documentation and obligations for all JV and partnership projects.
- Lead the planning and organization of work packages and tender timelines to support timely project delivery.
- Review and approve pre-qualification criteria and tender shortlists to ensure selection of capable contractors and suppliers.
- Review, validate, and finalize tender documents to ensure completeness and alignment with project objectives.
- Manage tender clarifications and negotiations to achieve competitive, high-value procurement results.
- Examine and validate tender reports and recommendations to ensure accuracy and compliance prior to Tender Committee endorsement.
- Manage timelines to ensure contracts are awarded and construction documents are released without delay.
- Lead and guide the team in effective contract administration encompassing progress payments, variation orders, extensions of time, and contractual claims.
- Participate in site meetings to advise project teams on contractual, commercial, and cost-related issues.
- Track and evaluate project cost performance, identifying variances and implementing corrective actions as needed.
- Oversee the preparation and evaluation of monthly progress reports and cost control updates.
- Ensure accurate documentation and effective control of contract correspondence and change management activities.
- Lead and oversee the final account process to ensure timely resolution and closure of all contractual matters.
- Supervise the administration of the Defects Liability Period (DLP) to ensure all claims and rectifications are effectively managed.
- Review and evaluate cost claims, coordinating final cost settlements with contractors.
- Provide leadership, mentorship, and professional development opportunities to team members.
- Conduct performance evaluations and drive continuous improvement in team capability and efficiency.
- Promote cross-functional collaboration between project, finance, and procurement departments to ensure cohesive and efficient project execution.
Requirements
- Possess a Bachelor’s degree in Quantity Surveying or an equivalent discipline.
- At least 10 years of experience in property development, demonstrating strong exposure to both residential and commercial projects.
- In-depth understanding of construction processes, cost budgeting, regulatory compliance, and contract management practices.
- Strong leadership, interpersonal, and stakeholder engagement capabilities.
- Demonstrated ability to handle multiple concurrent projects within strict timelines.
- Proficient in using project management tools and software.
- Familiarity with sustainable development and modern construction innovations is an advantage.
