What’s the role
The Head of Security will enhance Security function’s support leadership on strategies for risk identification and mitigation design for SMDS, provide Security assurance and accountability to SMDS business operations that the risks to Shell staff, assets, projects, information and reputation from Security threats are managed to ALARP and maintain a professional Security capability and performance in a diverse operating environment.
What you’ll be doing
- Assist HSSE Manager to develop and maintain a Secure business environment across SMDS facilities in Bintulu that include taking lead on all physical security matters.
- Manage all legal Security requirements i.e., Protected Area Protected Place Act (PAPPA), Chief Government Security Officer (CGSO) Key Points No.1, International Ship & Port Facility Security (ISPS) - Marine Facility Security Officer (MFSO) by the Government of Malaysia, state governments of Sarawak, enforcement/regulating bodies and relevant government agencies are complied with.
- Provide support to the Security intelligence process, identify, and assess security threats, and ensure that the risks posed from threat such as terrorism, organised crime, criminality, activism, civil unrest, armed conflict, information theft, including maritime security in SMDS operations (plant, pipeline corridor and jetty) are brought to the HSSE Manager’s attention with appropriate advice on mitigation.
- Establish and maintain an appropriate network of security and intelligence contacts with government, industry bodies and with commercial security providers.
- Represent SMDS (on behalf of HSSE Manager) at relevant Government, Regulators, and Industry security forums as appropriate.
- Provide all required assistance to conduct, supervise & maintain the Security Risk Assessments (SRA) & Security Plans (SP) for SMDS assets (plant, pipeline corridor and jetty) and activities (where applicable), oversee the implementation of the Shell Group Security Standards (GSS), and ensure full compliance with the Security requirements of the Shell SEAM Standards.
- Maintain Security SOP to ensure sound security management system & reporting is in place in SMDS operations.
- Take lead in ensuring efficient, disciplined and competent SMDS Auxiliary Police Force (Shell APs) to enable all security support required for SMDS business & operations, in accordance to Police Regulations on Auxiliary Police Force.
- Advising relevant business/function i.e., Infra/Managed Supply Chain (MSC) on all Security matters pertaining to SMDS premises/activities including security related contracts.
- Manage an oversight (on behalf of HSSE Manager) of Security spend across SMDS and reduce Security costs to the Business by identifying and implementing cost reduction measures in Security provision, whilst maintaining a secure Business environment and ensuring that contracts with commercial Security providers are managed effectively.
- Assume the ‘Think Secure Ambassador’ by collaborating with Information Risk Management (IRM)/SMEP IT, establish effective Information Security protocols and ensure Information Risk Control Measures are managed relative to the threat.
- Support HSSE Manager to effectively manage/support SMDS IMT/IC and CMT (where applicable) on responses to any security related incidents and ensure that corrective action is implemented.
- Provide support in the planning and execution of crisis and emergency response exercises or drills as required.
- Assist in ascertaining the appropriate level of Investigation as required in Security related incidents, that may include providing the required Security support to inquiries/investigations led by HR/industrial relations; domestic inquiries, others as reasonably required by business.
- Provide support to HSSE Manager on Business security assurance processes, including action management, and participate in Group Independent Internal and HSSE & SP Audits as appropriate.
- Assist on all assurance matters to maintain and deliver the 5-year Security Assurance Plan, ensure the completion of SRA of Assets and Activities as well as Security Plans (SP) according to the Security Management Register (SMR) set by Shell Corporate Security (global).
- Provide annual assurance that all SMDS Security operations (Shell Auxiliary Police and Security Service Providers, if any) are conducted in accordance with the Shell General Business Principles (SGBP), the Voluntary Principles on Security and Human Rights (VPSHR), and the Use of Force (UoF) guidelines.
- Actively ensuring that the appropriate Security competence requirements are fully integrated into the organization and deliver security awareness training for staff and contractors (including security service providers, if any), as required.
- Provide support for SMDS to meets its ‘duty of care’ responsibilities for all staff and visitors, and manage the security arrangements for Shell Travelers, VIP visitors and Expatriate staff and dependents.
- Ensure adequate security support to Company Sponsored Events.
- Deputy-in-Command during HSSE Manager absence on all Security operational matters and incident management.
What you bring
- Bachelor’s Degree (as minimum) in any field (i.e., Security/Law/related etc. will be an added advantage)
- A security professional with 5-7 years relevant Security Risk Management experience in Corporate Security field.
- Former experience in Police Force/Armed Forces/government enforcement agencies will be an added advantage.
- Knowledge of Security support for emergency response principles and management systems.
- Good understanding of Business environment and Function structures.
- Ability to balance risk, standards/requirements, and Business needs.
- Strong influencing skills across organizational boundaries.
- Excellent communication skills, ability to set direction, build, communicate, and implement a shared vision with regards to security risk management.
- Ability to network across Businesses, Functions, and the Security Skill Pool, as well as externally across Public and Private Security agencies.
- Analytical and problem-solving skills.
- Capable of producing high-quality written reports and security briefs.
- Self-propelling individual, displaying initiative, flexibility, efficiency, and tact and diplomacy to achieve agreed targets.
