East Asia and Pacific Region Governance Unit
The Governance Practice (GP) helps developing countries build capable, efficient, open, inclusive and accountable institutions that can support economic growth, reduce poverty, deliver needed services and earn the confidence of citizens. Our work encompasses public financial management, civil service reform, open government, anti-corruption, and using technology to improve quality and access to government services.
The Public Sector and Institutions Team (EEAG1 Unit) in Malaysia has been supporting the GOM to undertake and sustain governance and institutional reforms and structural policy changes that contribute to Malaysia's aspiration to become a high-income, developed nation. The team works in close collaboration with Macroeconomic Trade and Investment unit as well as Finance, Competitiveness & Innovation, including supporting the preparation of the Malaysia Economic Monitors. The current Public Sector Governance Engagement Program in Malaysia is organized around three thematic pillars:
- Strengthening Institutional capital for growth: this pillar includes activities focused on governance data and analytics, international benchmarking diagnostics as well as just-in-time technical assistance.
- Public Sector Digital Transformation: this pillar includes activities focusing on pushing Malaysia's digital frontier and facilitate adoption and implementation of GovTech reforms across public administration.
- Strengthening sub-national governance: this pillar targets initiatives selected states based on client demands.
All those tasks and activities are integral to the policy dialogue of Malaysia's country program.
Within this context, the EEAG1 unit is looking to hire the Extended Term Consultant to support the implementation of the selected Governance diagnostics, technical activities, and other related programs in Malaysia. The Extended Term Consultant will report to the Governance Public Sector Practice Manager for the East Asia Region who is based in Washington DC.
Job Duties and Responsibilities:- Support the implementation of analytical and advisory work including preparation of concept notes, desk reviews, and contributing to activities led by the Governance and other teams, under the supervision of the Governance Team Lead for Malaysia.
- Conduct background research and literature review on relevant governance areas, summarizing relevant data and information in a concise and effective way using quantitative analysis and approaches.
- Support the GOV Team lead and other team members with just-in-time requests to gather data and empirical analysis to support the policy dialogue on Governance and Institutions.
- Provide support for the preparation and delivery of short policy and technical notes including Policy Briefs and Blogs for internal and external audiences.
- Provide support for the preparation of technical workshops and knowledge-exchanges events with government counterparts from Malaysia and other countries.
- Review progress made by the Government on Malaysia on selected governance and institutional reforms, collecting information and data needed to support the analysis.
- Provide support to the GOV Team Lead and other members of the Governance team to effectively engage with key government counterparts including the Ministry of Finance, the Economic Planning Unit, the Public Service Department, Ministry of Digital, and other relevant government agencies.
- Provide program and operational support to the team including preparing minutes of meetings with clients as needed, preparation of progress review documents for programmatic ASA and other related tasks.
- Participate in mission travels and contribute to the preparation of mission schedules, back-to-office reports, and aide-mémoires.
Selection Criteria:- PhD or Master Degree (PhD preferred) in Economics, Finance, Political Science, Public Administration, Law and/or other educational background associated with Public Sector Institutions and/or Governance.
- Strong analytical/quantitative skills especially in working with data and statistical analysis tools.
- Direct experience in leading the implementation of analytical work, capacity-building activities, and dialogue with government officials is highly preferred.
- A minimum of 5 years of relevant experience in public sector governance and institutional reforms, or an equivalent combination of education and experience. Prior experience in working with the Malaysian government is an advantage.
- Working knowledge of English and Malay languages, both spoken and written, is essential.
- High degree of motivation, initiative, flexibility, reliability, and diplomacy.
- Superb interpersonal skills. Ability to collaborate effectively with multidisciplinary Bank teams, government institutions, NGOs, and donors, while being diplomatic and sensitive to cultural, political, and gender issues.
- Motivated self-starter, with great attention to detail, flexibility, and ability to work and take initiative on the activities under the TOR with limited supervision.
