Description

The Deployable Logistics Manager contributes to the calling of Medical Teams International by providing expert logistics and procurement technical leadership in rapid onset or fragile humanitarian contexts, and subject matter expertise support to existing country operations.

This position is responsible for the initial in‑country startup of the logistics elements of a humanitarian response, either in a new country start up or within existing country operations where surge capacity is required.

It may have line management and leadership responsibility for logistics and procurement operations in gap‑filling capacity as the Logistics or Procurement Manager in a country office.

Internally, the position engages across functional and geographical boundaries at an operational and tactical level.

Externally, it engages with INGOs, UN agencies, partners, and suppliers during an emergency response to further Medical Teams International’s operational objectives.

JOB RESPONSIBILITIES & ESSENTIAL DUTIES
Country Office Guidance, Support, and Compliance

Provide remote technical capacity building and quality assurance to existing country programs around project start up, large value procurement activities, gap filling, audit support and training.

Advise country offices (CO) and give guidance, and in some cases, technical leadership, as logistics and procurement focal point, facilitating CO input into global initiatives and disseminating key information to relevant COs.

Advise and provide logistics and procurement input and thought leadership into longer‑term processes such as operational planning reviews, proposal development, annual plans and budgeting, quarterly management reports, stock reconciliations, asset reviews, and fleet analysis.

Support CO(s) in managing all country assets and equipment including asset purchasing, tracking, reporting, disposal, and verification, as well as all donor requirements for project assets.

Lead the periodic review of CO Logistics and Procurement function through in‑country reviews and utilization of assessment and management tools.

Conduct regular meetings with in‑country focal points to foster communication and collaboration between HQ and CO, bringing in other staff as relevant and communicating actions / progress to Director of Logistics and Procurement and CO Leadership as appropriate.

Provide technical support in Medicines Management with county offices: stock out monitoring, inventory management and capacity building as per Global Medicines Management Manual.

Lead or contribute to roll out of key logistics and procurement initiatives within COs.

Surge Support

Provide functional leadership and support within emergency response settings, including the assessment, design, start‑up, budget management, and implementation of emergency supply chain activities for multiple projects, working very closely with Global Programs and surge staff.

Provide rapid response workforce planning including recruitment, intensive training and situational, supportive management for logistics, procurement, and administrative staff.

Coordinate and report Logistics Cluster engagement and act as civil‑military liaison in an emergency response.

Coordinate and provide technical input into international procurement, shipping and customs clearance of medicines, medical supplies and any other imported items and GIK.

Lead and/or oversee the rapid scale of procurement activities including the identification of international and local sourcing options, management of downstream supply pipeline, contracting of goods, services and works suppliers, and always liaise with programs and finance while providing assurance, implementation, and appropriate controls to mitigate fraud and operational risks.

Provide oversight and direction to inventory and warehouse management across multiple projects, including Gifts in Kind (GIK) management, which may include setting up temporary warehouses and transit hubs, renting warehousing space, managing contingency stock, and receiving medical and non‑medical donations.

Provide oversight and development of fleet management and transport operations for emergency response including coordinating with existing country office operations to identify and safely and effectively meet emergency response requirements, working closely with Global Fleet Specialist.

Ensure the rapid identification and set up of office and staff accommodation and facilities in fast‑changing and volatile environments.

This includes the setting up of equipment required to run the office, ensuring staff movements are managed, staff induction of staff is completed in conjunction with HR are coordinated and planned.

This may include acquiring and setting up power supply capability.

Coordinate asset management for emergency response assets including donor liaison, disposal plans asset verification, and compliant purchasing.

Ensure suitable accommodation and transport are in place for emergency response staff, visiting staff, and consultants, and appropriately brief staff and visitors.

Ensure logistics and procurement teams provide appropriate communication, filing and paperwork so the office runs smoothly.

Collaborate with the response team, especially the program team, to coordinate emergency response distributions, including multi‑partner planning, site set up, security, local authority liaison, and material resource planning.

Advise and give technical input in project operational planning, enabling fast and effective delivery to meet humanitarian needs and ensure donor and organizational compliance.

Collaborate with response team members on areas such as market assessment and infrastructure / supply chain assessments.

Collaborate with Safety and Security Advisor to ensure appropriate steps to safeguard facilities (office and residential).

Collaborate with Information Systems team to organize the installation of office communications / information management facilities, and systems.

Advise and collaborate with those in response leadership and others on effective planning of transition into recovery and rehabilitation phase of response, including hiring of replacement staff, longer terms contract, and forward planning.

Global Initiatives and Headquarters

Act as focal point for medicine management with Global Logistics team, providing leadership, guidance and training.

Lead and/or support the development and roll out of Global Logistics and Procurement initiatives (e.g., Minimum Standards and Maturity Framework, Preparedness activities).

Support the Logistics and Procurement Standards Specialist to develop logistics standards, global operations assessment tool and other tools.

Support GIK projects throughout the organization including sourcing, process improvement, and inventory management.

Lead or support the development of strategic sourcing of key emergency response commodities such as pharmaceuticals, vehicles, and interaction with humanitarian procurement centers.

Contribute to the design, creation, and development of training materials, processes and policies.

Ensure safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment‑free workplace policies.

Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations.

Other Duties

Utilize volunteers whenever possible.

Additional duties as assigned.

Qualifications
EDUCATION, LICENSES, & CERTIFICATIONS

Required :

Bachelor’s degree in Logistics, Supply Chain Management, or related field.

May substitute for Certification in Humanitarian Logistics or similar, or equivalent experience in humanitarian logistics.

Valid Passport

Valid Driver License

Preferred :

Medical Supply Chain Management certification.

Relevant qualifications or training courses.

EXPERIENCE

Minimum 5 years’ experience leading and managing medical supply chains in a humanitarian context(s).

Minimum 5 years’ experience leading emergency response supply chain function(s) at a country level in disaster response contexts, including first wave initial set up.

Minimum 3 years’ experience in start‑ups and implementation of donor grant projects, with good knowledge of donor rules and regulations across humanitarian supply chain functions.

Minimum 2 years’ experience contributing to market and rapid needs assessments, and emergency response and project plans.

Broad humanitarian sector experience with operations, ideally across several emergencies and with more than one INGO.

Experience of working with an ERP (e.g. Unit 4) or other supply chain management IT solutions.

KNOWELDGE, SKILLS, & ABILITIES
Knowledge

Knowledge and experience of risk and fraud identification and management, including short term mitigation strategies.

Technical background across all aspects of logistics and supply chain management, including procurement, warehousing, fleet management and humanitarian distributions.

Demonstrable understanding of, and commitment to, humanitarian principles, humanitarian response work and child protection standards.

Skills
