Purpose of the job
To ensure the uninterrupted and cost-efficient provision of materials, goods, works and services in terms of the Supply Chain Management Policy and contemporary and legislative requirements. Management of procedures for the disposal of redundant assets and scrap.
Key Outputs:
- Managing Section Resources - Manage human resources through proper planning, work allocation, training and personal development plans
- Developing, Reviewing, and Maintaining Supply Chain Management Policy and Standard Operating Procedures - Ensure that stakeholders and employees are thoroughly conversant with the Supply Chain Management Policy to ensure compliance
- Providing Advice and Guidance to Stakeholders - Advise stakeholders on the appropriate processes and procedures to be employed
- Management of Procurement According to the Supply Chain Management Policy - Manage the tender invitation process in terms of the SCM Policy and procedures. Manage the request for quotation (RFQ) process in accordance with the SCM Policies and National Treasury Guidelines
- Overseeing the Administration of Contracts - Liaise with ICASA legal services to resolve contractual disputes and contract drafting matters
- Compliance to SCM Policies and Procedures - Ensure all procurement documentation complies with legislation and policy requirements
- Disposal Of Assets - Advise stakeholders on methods of disposals
- Developing, Reviewing and Maintaining the Travel and Subsistence Management Policy and Standard Operating Procedures - Ensure that stakeholders and employees are thoroughly conversant with the Travel and Subsistence Management Policy to ensure compliance
- Travel Management - Approve travel requirements based on the Travel Policy and National Treasury Guidelines
- Reporting On Performance - Submit weekly, monthly, quarterly and annual reports on supply chain and travel activities and the section’s performance as required.
Qualifications and Experience:
- A Degree/Advanced Diploma in Accounting or Supply Chain Management (NQF Level 7)
- Completed SAICA Articles and CTA will be advantageous
- A Postgraduate qualification in Accounting or Supply Chain Management (NQF Level 8) will be an added advantage
- 8 years’ work experience in Supply Chain Management and/or Financial Management in the Public Sector, of which 3 years must be at Managerial level in Supply Chain Management
- A proven track record/experience in engaging and managing various stakeholders; including but not limited to Governance Committees, EXCO, ARC and AGSA
- Knowledge and understanding of the Supply Chain Management Practices in National Treasury and National Government Organisations.
