ABOUT THE POSITION
The Manager, Human Resources provides leadership to the HR team by promoting and implementing human resources programs and processes that support a high-performance culture and support corporate strategic goals.
These programs and policies include appropriate performance management tools, workforce planning, training and development, performance management, employee engagement and occupational health and safety.
RESPONSIBILITIES/ACCOUNTABILITIES
- Serve as a resource for organizational development/workforce planning that aligns with SkilledTradesBC’s business planning
- Support Director, HR in operationalizing HR strategy and vision
- Manage HR programs and projects that aligns with the HR strategy
- Leads HR operations and team performance to ensure efficient, compliant, and high quality HR services.
- Provide ongoing support to Senior Leadership Team, Management Leadership Team, and staff
- Provide ongoing support to Management Leadership Team in their leadership development and work towards cohesion
- Support the delivery of programs for all staff to ensure SkilledTradesBC maintains strong and consistent human resources that deliver a high-performance culture
- Identify opportunities for continuous improvement in HR programs and process and ensure proper communication and implementation
- Oversee the HR team in the delivery of HR programs, full cycle recruitment process for all SkilledTradesBC staff and ensure consistency in internal processes
- Administer the performance management process. Support people leaders and all employees in creating an environment of continuous coaching and development. Provide advice and support to supervisors on how to conduct performance reviews and set a consistent level of challenge for individual performance goals.
- Provide advice and oversight to supervisors on how to manage employee underperformance in a positive and constructive manner.
- Work with Director, HR in implementing SkilledTradesBC’ internal and external succession planning
- Develop and maintain HR procedures and practises ensuring compliance with Public Sector Employer’s Council (PSEC), BC Employment Standards, other human resources legislation and SkilledTradesBC corporate culture. Provide guidance and interpretation as required
- Manage tuition reimbursement program and support training and development opportunities throughout the organization in alignment with performance goals.
- Administer the salary administration process for staff including the management of the classification structure and corresponding salary bands, and the placement of each position within the band
- Provide ongoing support for leadership teams in ensuring understanding of the process and how it is managed
- Participate in salary surveys within Public Sector to determine competitiveness of SkilledTradesBC’s compensation policy
- Support reporting to PSEC and manages to ensure SkilledTradesBC programs are aligned with PSEC and legislative guidelines
- Analyze and make recommendations on benefit cost efficiencies/reductions in various HR programs
- Provide confidential investigative support and interpretation where necessary on SkilledTradesBC’s Respectful Workplace Policy.
- Manage the absence management program working in partnership with client groups and 3rd party benefits provider to facilitate leaves and return to work programs.
- Collaborate and work with managers that require HR support to implement projects and programs for staff
- Create and monitor HR metrics that support HR strategic plans to inform decisions on improving HR programs and projects
- Supports the development and management of HR operational budget
- Keep a pulse on the “vibe” of the office and keep close to the business and its needs
- Provide support with any other human resources related matters as determined by the HR Director
EDUCATION/EXPERIENCE
- A post-secondary education in Business, Leadership, or Human Resources is required; a combination of education and work experienced will be considered
- 5+ years’ experience in a progressive HR experience is required; a CPHR designation is preferred
- 4+ years’ experience in Leadership role
- Strong understanding of Employment Law and legislation that relates to Human Resources (Employment Standards; Privacy; Human Rights; Revenue Canada, WorkSafeBC etc.)
- Demonstrated ability to deliver human resources programs that drive a high performing culture
- Experience in working in a public sector organization is an asset
- Knowledge or exposure of BC’s trades training and apprenticeship system is desired
- Professional Practice:

COMPENSATION
Salary Band F: $107,011 - $144,780
