Job summary
A consulting firm based in Dubai is seeking an Assistant Manager – Procurement to oversee end-to-end procurement activities within the construction industry. The ideal candidate should have a diploma or bachelor's degree in civil engineering, and 5-8 years of UAE experience in procurement, particularly with main contractors or real estate developers. Key responsibilities include managing tender processes, conducting bid evaluations, and ensuring compliance with project budgets and timelines.

Responsible for managing end-to-end procurement activities for construction and consultancy packages, ensuring timely tendering, competitive pricing, contractual compliance, and alignment with project budgets and schedules.
- Manage procurement for main contracts, consultancy services, nominated subcontractors, direct contracts, and direct purchases.
- Prepare and review tender packages prior to issuance.
- Float tenders and manage tender timelines.
- Coordinate RFIs and clarifications with technical and project teams.
- Conduct technical and commercial bid evaluations.
- Prepare detailed bid comparison reports.
- Ensure bids comply with tender documents and specifications.
- Lead commercial negotiations with bidders.
- Finalize procurement awards and issue purchase orders/contracts.
- Draft LOAs, consultancy agreements, and nomination letters.
- Maintain procurement trackers and vendor databases.
- Evaluate and prequalify contractors and suppliers.
- Identify cost-saving opportunities.
