Job summary
A leading recruitment agency in Dubai is looking for an HR Manager to transform its HR function and implement best practices in compliance with UAE laws. The ideal candidate will have over 8 years of HR experience, with a focus on leadership and organisational design. This role requires a strategic thinker able to manage change and foster a culture of transparency. Responsibilities include leading HR policies, overseeing employee relations, and advising on compliance issues.
Qualifications
- Minimum 8 years of progressive HR experience, with at least 5 years in a leadership/managerial role in the UAE.
- Proven expertise in UAE labour law, HR compliance, employee relations, and organisational design.
- Demonstrated ability to implement structural change and manage resistance during transformation.
Responsibilities
- Lead the design, revision, and implementation of HR policies in line with UAE labour law.
- Oversee the end-to-end HR function including employee relations and performance management.
- Advise senior management on employment matters and compliance with UAE labour regulations.

Our client is seeking a seasoned HR Manager to lead the transformation of its HR function and drive the implementation of a new organisational structure.
This is a strategic and hands‑on role for a functional HR expert who understands the complexity of UAE labour law, employee relations, and policy development while also being comfortable leading change, enforcing compliance, and establishing best‑in‑class people practices.
- Lead the design, revision, and implementation of HR policies, procedures, and manuals in line with UAE labour law.
- Oversee the end‑to‑end HR function including employee relations, performance management, payroll oversight, and compliance.
- Drive the rollout of a new company structure, including redefined roles, reporting lines, and KPIs.
- Advise senior management on employment matters, conflict resolution, and disciplinary actions.
- Ensure full compliance with UAE labour regulations, visa processes, contract renewals, and legal requirements.
- Implement effective HR systems, reporting frameworks, and internal controls.
- Provide coaching and leadership to department heads on people strategy and workforce planning.
- Foster a culture of transparency, accountability, and operational excellence.
- Involved in OD, redefining Organization Structure and creating Organization chart.
- Minimum 8 years of progressive HR experience, with at least 5 years in a leadership/managerial role in the UAE.
- Proven expertise in UAE labour law, HR compliance, employee relations, and organisational design.
- Experience rolling out policies and procedures from scratch.
- Demonstrated ability to implement structural change and manage resistance during transformation.
- Strong leadership, communication, and problem‑solving skills.
- Bachelors degree in Human Resources, Business Administration, or related field (Masters preferred).
