Essential Job Functions:
- Serve as the on‑site representative of the Designer of Record (DOR) for all mechanical and related systems during commissioning.
- Act as the design authority in the field for mechanical/HVAC and related building systems, interpreting drawings and specifications for USACE, the commissioning agent, and the Contractor.
- Review commissioning plans, procedures, and schedules prepared by the Contractor/commissioning firm to confirm they demonstrate compliance with the contract documents and design intent.
- Attend and participate in commissioning meetings with USACE, the Contractor, commissioning firm, subcontractors, and TAB providers, focusing on design intent and system performance requirements.
- Observe pre‑functional checks, equipment start‑up, functional performance testing, and integrated systems testing performed by the Contractor/commissioning firm.
- Evaluate test results and field conditions to confirm installed systems comply with the Designer of Record's drawings and specifications, the Owner's Project Requirements and Basis of Design, and all applicable codes and standards.
- Support construction administration activities related to commissioning, including reviewing relevant shop drawings, RFIs, and submittals for commissioning impacts and providing input on system optimization and performance.
- Prepare clear written technical reports, meeting notes, and field correspondence summarizing commissioning status, key issues, and recommended actions.
- Adhere to all health, safety, and security protocols required by the company and client and model safe work practices on active construction sites.
- Perform additional duties as required.
Note: This position does not perform commissioning execution or test implementation. Commissioning activities and tests are conducted by USACE/contractor‑furnished personnel. The role focuses on design interpretation, oversight, and technical support during commissioning.
Required Qualifications:
- Educational Background: Bachelor’s degree in mechanical engineering from an ABET‑accredited program.
- Experience: 8 to 12 years of progressive experience in building mechanical systems design and/or field engineering, with direct experience performing, supporting, or overseeing commissioning activities on new construction projects, preferably in a design‑side or DOR‑support role.
- Certifications: Licensed Professional Engineer in Mechanical Engineering (required).
- Technical Skills: Strong ability to read and interpret contract drawings, specifications, OPR, and Basis of Design documents; familiarity with BAS/BMS systems and control sequences.
- Time Management: Ability to meet deadlines.
- Software Proficiency: Proficiency in Microsoft Office 365, including Word, Excel, Outlook, with the ability to create, edit, and manage documents and spreadsheets.
- Communication Skills: Strong verbal and written communication skills.
- Team Collaboration: Enthusiasm for contributing to team projects.
- US Citizenship/Background Check: Must be a U.S. citizen and able to pass a background screening, including criminal history and credit check.
- Medical Clearance: Must successfully obtain medical clearance from a third‑party consultant.
- Driver’s License: Must possess a valid driver’s license, pass a motor vehicle record check, and maintain a safe driving record.
Preferred Qualifications:
- Prior experience serving as Designer of Record or design‑team representative during commissioning for USACE, DoD, or other U.S. federal projects.
- Experience with multi‑facility or campus‑wide commissioning programs, coordinating multiple concurrent systems and buildings.
- Previous overseas project experience, particularly in the Middle East or similar high‑heat climates.
- Familiarity with USACE processes, including submittal review, RFIs, and construction administration procedures.
- Completion of USACE Construction Quality Management (CQM) training or similar (plus).
Physical Requirements:
- Ability to stand and walk for extended periods while conducting field observations.
- Ability to climb stairs and ladders, enter mechanical rooms, access rooftops, and navigate uneven terrain to reach equipment and system locations.
- Use hands/fingers to handle or feel. Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
Work Environment / Environmental Factors:
- Construction site environment.
- Majority of work occurs on or around an active construction site in various stages of completion.
- Exposure to construction‑related noise, dust, fumes, and vibration.
- Regular interaction with contractors, equipment, and construction activities.
- Required use of personal protective equipment (PPE), including hard hat, safety glasses, high‑visibility vest, safety footwear, and hearing protection as needed.
- Office environment: Work will be split between a project office/field office environment (for document review, reporting, and meetings) and field/site locations (for witnessing tests and observing system performance).
- Travel and living conditions: Requires international travel and deployment for up to one year; long‑haul flights and time‑zone changes are expected. Employee will typically reside in secure, project‑approved accommodations (e.g., compound or similar housing).
Additional Information:
- Employment Type: Full‑time regular, 40 hours per week. Additional paid overtime available with manager approval.
- Work Schedule: Standard hours are 8:00 am to 4:00 pm, six days per week.
- Work Location: Jubail, Saudi Arabia.
- Travel: International travel required, must have a valid passport with two years remaining before expiration.
- Salary and Benefits: The base salary range for this position is $145,000 to $169,000. Additional allowances will also be provided, including pay for the sixth work day at standard base hourly rate, pier diem for the first 30 days while in temporary housing, Cost of Living Allowance, In‑Country Allowance, Post Hardship Differential Allowance, and Separate Maintenance Allowance in accordance with DSSR guidelines. Housing will be provided.
