PURPOSE

Jobs at this level are responsible for a number of functions on an assigned project, ensure that offshore constructions meet all contractual requirements in the most cost effective and efficient manner. Plan, manage and monitor offshore construction activities during the execution phase of the project

Well aware and understanding of the of the CHOD of the assigned project

Review tender documents, scope of work and client specifications

Provide input to Offshore management for offshore scope at Bid stage, which will include review of schedule and estimated durations, inputs to explanations and qualifications,

Review, comment and issue the ITB to sub-contract department for the scope of work related to offshore. Subsequently, review and comment on the technical proposals provided by the bidders.

Communicate with clients for the assigned project related to the construction activities

Manage interface with other contractor working with in the same areas in coordination with the project interface Manager

Manage different construction managers assigned on different project

ACCOUNTABILITIES At BID Stage

Review tender documents, scope of work and client specifications

Start-up phase

On award of contract & assignment to a project

review technical handover
document and familiarize fully with the scope of work, and client specifications.
Distribute copy of project scope of work and client specifications to LME, OOD,
NBM, SDD, and LD.
Finalize the list of project deliverables prepared by OCEs for the offshore
scope, in coordination with LME, OOD, PEM & include in the project
deliverable list.
Develop offshore execution plans in coordination with AVP-OCS/ OCD / LMEs
/ OOD /NBM subsequent to the kick off strategy meeting,
Produce offshore schedule taking into consideration project milestones and
availability of barges / marine units, in coordination with PD / VPOO / AVPOCS / OCD / OOD.
Carry out a techno-commercial analysis throughout constructability review
meetings to optimize the offshore installation cost.
Participate in the preparation of the project HSE plan along with HSE
department, project HSE officer and offshore HSE coordinator.
Review and comment on the project ITP
All phases

Prepare list of construction aids (load register) required for the job. Finalize the
relevant AFC drawings with PEM after receiving comments from various
department
Prepare a list identifying the marine spread requirement for the project and
finalize with VPOO/OOD.
Coordinate with survey section and advise survey requirements for the project.
Prepare the scope of work for pipe coating activity and follow-up closely the
pipe-coating progress with the PMT fabrication engineer.
Review Engineering documents / drawings and analyses from construct-ability
point of view. Consolidate relevant comments from LME / OOM /NBM and
pass it to PEM.
Follow-up with PEM on timely submission of deliverables and with client for
review and approval.
Prepare detailed work scope, schedules for offshore subcontracted works
Coordinate with subcontracts section for technical & un-priced commercial
evaluation and clarifications.
Issue Purchase Requisition for offshore project material in coordination with
SPM in PMT
Initiate all the correspondences (letters / faxes) with the client related to
offshore scope or work.
Initiate the offshore project risk and opportunities in coordination with planning
and cost manager ,
Coordinate with all departments within the company for all offshore-related
scope of the project.
Function as a focal point for all communication and functions pertaining to the
offshore scope of the project within the company.
Attend / chair the meetings initiated by LME and attended by OOD/OCD/PEM
/NBM (and on case by case bases by AVP-OCS/ VPOO) to discuss the
philosophy for preparation of specific installation procedure
Review technical procedures, anchor patterns, installation drawings. Follow-up
with LME/OOD/NBM and ensure timely submission to client.

Supervise and assess the performance of the OCE /Sr OCE /LOCE & the
Project Material Coordinator for timely delivery of offshore material (including
line pipe material), receipt at stores and approval of MRV.
Coordinate with the client representative for all aspects of the offshore work,
from start of project until completion.
Provide input for weekly and monthly report and attend meetings with client
whenever required.
Analyze any major change in offshore execution plan that may occur during
the execution of the project.
Liaise with third party agency on offshore execution related issues.
Liaise with marine warranty surveyors on all issues related to marine /
construction aspects of the work
Attend weekly meetings with AVP-OCS / OCD / VPOO to discuss progress
and areas of concern.
Conduct regular meetings with the Project Director and PMT and keep the
project management team updated on all aspects of offshore works.
Ensure implementation of the project safety plan and the company HSEMS.
Ensure and enhance quality of the work.
Capture / issue lessons learnt and good practices at any stage during the
execution of the project.
Provide input to the exception report prepared by planning section, related to
offshore scope.
Participate in project quality audits and follow-up for closeout of inadequacies
as determined by the audit findings.
Initiate the variation orders / claims related to offshore work.
Review subcontractors invoices, provide all clarification as may be required by
finance department for processing the invoices, and certify these invoices prior
to its approval by PD.
Shall be authorized by PD to approve main store SDIVs, project store SDIVs,
MRVs, Service Requisitions and invoices related to offshore scope.
Shall assume the capacity of Deputy SPM on all projects with high offshore
weight factor of more than 40%. In all cases, SOCM shall deputize for the
offshore-related activities.
Pre-offshore phase
Review the mobilization plans prepared by OCMs/OCEs, call for and chair
mobilization meetings.
Supervise OCEs to Coordinate with OPE, Barge Superintends, and Field
Engineers to ensure that mobilization is through and complete.
Review the Risk Assessment Register prepared by OCMs/OCEs, call for and
chair R.A meetings. Compile comments during meetings & forward to Client
and all concerned parties within the company
Attend the meeting conducted by OOD on the barge for all key personnel for
highlighting the scope of work, sequence of activities and to enforce
compliance with the project HSE-MS.
Ensure that job cards are prepared by OCMs/OCEs or by coordinator (from
PMT) -assigned for offshore hook-up works as required.
Ensure that welding procedures, welder qualifications are approved and
welding / consumables are available and included in the mobilization plan.
Supervise the OCMs/OCEs to ensure that all installation aids, projectconsumables, welding electrodes, etc. as indicated in the mobilization plan are
ready & mobilized.
Supervise OCMs/OCEs to ensure that pre-installation / load-out of required
items for offshore execution (like rigging platforms, lifting slings etc.) are
carried-out on time.
Ensure that latest and approved revision of all documentation required for
offshore execution is available onboard offshore spread.
Coordinate with client on inspection of marine spread and mobilization of their
representatives.
While working within Abu Dhabi offshore fields, Ensure that field entry permits
are processed through client for offshore spreads, and confirm with Operations
that security passes are in order. While working on overseas projects confirm
with LD that all the necessary clearances for offshore spread and crew are in
order as per the rules and regulations of the country working in
Offshore phase
Monitor cost of offshore works in comparison with the budget and ensure that
offshore works are conducted within the budget.
Advise OOD / Barge Superintendent / Field Engineers of variations and
identify works that are additional to the scope of work.
Constantly update the project offshore schedule based on progress achieved
and availability of resources in coordination with OOD/ OCD/OPS / LD / SDD.
Recommend proposals to recover any delays to schedule.
Supervise the OCEs for mobilization / demobilization of subcontractor
resources, monitor their performance and prepare evaluation report.
Monitor offshore work progress on daily basis, attend offshore operation daily
meeting during offshore execution and coordinate closely with
Client/OOD/OPE/OCE/Barge Superintendent and Field Engineers at all times
during offshore execution.
Perform HSE audits / Tours on the offshore spreads during their operations on
site.
Authorize request from OOD & Offshore operations Manger (Tech & Services)
to change offshore key personnel & vessels ONLY after obtaining client's
approval
Interface with Project Management and yard constructions Management to
maintain the Load out dates of the fabricated structure to make sure that the
offshore schedule has continuity.
Prepare Management of change register for the expected changes, and
regularly update reporting to the OCD/AVP-OCS and VPOO.
Review the draft Monthly cost report with Planning and cost engineers to verify
the proper cost allocation and make sure that all variations are captured.
Conduct joint walk through on the fabricated structure and verify the punch list
items to make sure that there is no carry over at offshore.
For Hook up scope , to interface and take the ownership with E&I ,
Commissioning , Project team to make sure that the JUB is working efficiently
and not exceeding the estimated duration in the CHOD , any anticipated
delays shall be reported to sr offshore Management in advance to take proper
corrective action
For projects outside of UAE , make sure that offshore construction team
provide very accurate information/ data that need to be processed by Logistics
team to finalize the commercial invoiceConduct smooth interface on regular basis with Project Management &
procurement management to make sure that offshore material & vendor
mobilization are inline with the offshore schedule to avoid spread standby,
deficiencies shall be reported to the project director copying to Offshore &
procurement Management.
Close out phase
Coordinate Preparation of project final documentation dossiers related to the
offshore works scope.
Prepare a project closeout report after completion of project and include the
lessons learned and recommendation for future works.
