About the role:
The Vice President of Human Resources is responsible for HR strategy, people-related matters, and HR operations in APAC countries to enhance corporate and business strategy in short-term and mid/long-term perspectives. Act as a game changer of organizational transformation to enhance patient safety and quality as well as a solution provider for stable HR operation. Provide direction to the regional HR manager as well as country HR managers to ensure excellent employee experience and seamless HR operations.
Roles and Responsibilities
- Provide accurate and customer-focused HR support across all HR functions, including onboarding, goal setting, performance reviews, and remuneration cycles.
- Provide consultation with regional leadership team for change management activities ensuring smooth transitions and staff readiness.
- Provide professional advice, using multifaceted HR data, to enable key stakeholders to create people strategies and workforce planning for the short term and long term.
- Lead the design and implementation of talent development programs and succession plans to identify and grow high-potential employees and future leaders.
- Design and execute total reward policies to attract competitive talents from the broader talent market as well as leverage employee performance.
- Ensure compensation governance with key stakeholders to balance employee engagement and personnel cost control.
- Govern and execute compensation for senior executives in APAC region.
- Manage position levelling and titles to govern organization management and people management.
- Partner with senior leaders to attract and retain skilled employees aligned with organizational values, ensuring a talent pipeline reflective of workforce needs.
- Drive Employer Branding initiatives, strengthening the organization’s reputation as an employer of choice.
- Lead efforts to develop and implement the Employee Value Proposition (EVP), promoting organizational culture and values.
- Ensure a positive experience for hiring managers and candidates and adherence to organizational values and legislative requirements.
- Champion and embed desired company culture, Core Values, and change initiatives in APAC by partnering with region and local stakeholders.
- Lead the delivery and analysis of employee engagement surveys, developing actionable plans based on feedback.
- Disseminate the Healthy Organization concept to ensure authentic leadership, inclusion, regard and recognition, a work environment with physical/psychological safety, and human rights regardless of location.
- Provide appropriate solutions, such as an Employee Assistance Program, to ensure employees’ mental health.
- Ensure fair learning opportunities and foster a learning culture for all employees.
- Manage employee education and training to leverage business needs and capabilities to be required now and future.
- Govern employee education and training with LMS system. Record and analyse the history of employee trainings in line with FDA and country audit requirements.
- Provide appropriate advice and support in response to functional needs for training.
- Assist in the design, implementation, optimizes and maintenance of regional HR policies and processes, ensuring alignment with global standards.
- Lead regional implementation and administration of HRIS platforms, ensuring seamless integration and user adoption.
- Design and govern payroll operations to ensure stability, efficiency and sustainability.
- Leverage the in-house shared service centre to reduce operational workload and cost in the country.
- Provide oversight to ensure compliance with all employment legislation and company guidelines in APAC region.
- Provide oversight to ensure employee relations matters, including conflicts, grievances, disciplinary actions, and performance issues, ensuring pragmatic and fair outcomes together with legal and compliance functions.
- Design and lead actions to ensure data privacy for HR-related information with Regional Privacy team.
- Supervise country HR to conduct appropriate communications and negotiations with local labour unions.
- Build, manage and inspire high performance HR team members and hold them accountable for achieving them and inspire high level of impacts.
- Make mid/long-term development plan and talent management for HR talent.
- Manage SGA for entire APAC HR function including General Admin Function.
- As a member of Global HR-LT, proactively take part in the discussion about global HR strategy and initiatives.
- Any other duties as assigned.

What we are looking for:
- Degree qualification in Human Resources, Business Administration, Psychology or related discipline.
- HR Certifications, such as Professional in Human Resources (HR) and Senior Professional in Human Resources Certification (SPHR).
- Strong interpersonal and communication skills, with the ability to build credibility and trust with stakeholders.
- Ability to foster positive relationships between top management and employees.
- Confidence and effectiveness in building relationships, managing stakeholders and influence decision making.
- Deep understanding of HR practices, local labor laws, and compliance requirements.
- Analytical mindset with proficiency in HR metrics.
- Ability to prioritize HR initiatives considering business impact and challenges.
- Leadership abilities to manage change, develop talent, and drive culture alignment.
- Proactive approach to solving complex employee relations issues.
- Effective decision-making and issue resolution abilities in a pressured environment.
- Proven change management experience and problem-solving ability.
- Skilled in budget preparation and overall fiscal management.
- Excellent verbal and written communication skills in both English and Japanese, enabling effective collaboration with OT HR, and Japanese expatriates when required.
- Previous experience working as a HR Director for 8-10 year(s).
- Leadership experience both on-site and remote-work environment and supervising multiple country.
- Job experience in multi-national companies.
- Work experience in global Headquarters, Regional Headquarters and Local entity.
- Design and implement HR-IS solutions such as SAP SuccessFactors, Workday and Oracle.
