A leading data center firm in Malaysia seeks a seasoned Network Commercial to lead strategic partnerships with telecom operators across APAC. Ideal candidates should have over 10 years of experience in telecom or data center sectors, excellent multilingual negotiation skills, and an understanding of the Southeast Asian data center landscape. This role requires collaboration with various internal teams to ensure compliance and to track partnership performance effectively. Willingness to travel across the APAC region is essential.
We are looking for a seasoned Network Commercial to lead strategic cooperation with telecom operators and expand network/infrastructure resources across Singapore, Malaysia, and key APAC markets. The role focuses on building mutually beneficial partnerships to secure critical resources for data center operations—including network connectivity, and cross-border interconnection—while leveraging regional industry expertise to support the company’s data center expansion and business growth. The ideal candidate combines deep telecom operator experience, proficiency in multilingual negotiations, and insights into the APAC data center landscape, with cross-border collaboration capabilities between APAC and China.
1. Operator & Data Center Resource Development
Identify and develop partnership opportunities with telecom operators (e.g., TM, TIME, etc.) and network service providers in Singapore, Malaysia, Thailand and other new DC expansion markets, focusing on core data center resources such as dark fiber, DCI, low‑latency network access, IP Transit, and cross‑border interconnection lines.
Conduct market mapping of regional data center resources (e.g., fiber coverage, network bandwidth, interconnection hubs) and analyze gaps to propose targeted resource acquisition strategies aligned with data center expansion plans (e.g., AI‑enabled high‑density computing needs).
Explore cross‑border resource synergy between APAC and China, leveraging existing Chinese data center/operator networks to support dual‑region deployment and disaster recovery architectures.
Work with consultants for new markets exploration, e.g., deepen local market knowledge, conduct due diligence, identify and mitigate risk, etc.
2. Business Negotiation & Partnership Management
Lead end‑to‑end commercial negotiations with operator partners, covering terms such as resource pricing, service level agreements (SLAs) for network stability, and scalable resource allocation for data center operations.
Build and maintain long‑term relationships with key decision‑makers in Singaporean/Malaysian/Thailand telecom operators and data center sectors, to build strong alliance partnership across regions, and proactively addressing partner concerns to ensure stable resource supply and collaboration continuity.
Manage the full partnership lifecycle—from initial outreach and due diligence to contract signing, onboarding, and post‑launch performance optimization.
Collaborate with telecom operators to assess technical feasibility, fiber network planning to support customer’s requirements.
3. Cross‑Functional Coordination & Project Delivery
Collaborate with internal teams (data center engineering, infrastructure, legal, finance) to ensure partnership agreements meet technical standards (e.g., network architecture compatibility, scalable network deployment, etc.) and regulatory compliance.
Support data center project execution by coordinating resource activation (e.g., fiber planning into POE, diverse fiber paths deployment, etc.) and resolving cross‑partner/internal bottlenecks to ensure on‑schedule delivery.
Track partnership performance metrics (e.g., resource utilization rate, network reliability, cost optimization) and providing regular reports to management.
4. Market & Regulatory Compliance
Stay updated on data center‑related regulations in Singapore (IMDA) and Malaysia (MCMC, DCTF), including telecom licensing scheme, cross‑border data transfer policies to ensure compliance of all partnership activities.
Monitor industry trends (e.g., Southeast Asia’s data center construction boom, Johor Bahru’s role as an AI data centre hub) and operator business model shifts to identify new partnership opportunities and strategic adjustments.
1. Education & Work Experience
Bachelor’s degree or above in Telecommunications Engineering, Data Center Management, Business Administration, or related fields.
2. Experience
10+ years of working experience in telecom operators or data center‑related sectors, with preferred experience at Singaporean/Malaysian/Thailand telecom companies (e.g., Singtel, TM, TIME, Maxis, NT, AIS, etc.) or data center operators.
Proven track record in data center resource development, operator partnership management, or commercial negotiations for critical infrastructure (power, network connectivity).
Experience in cross‑border data center cooperation (especially between APAC and China) is a significant plus.
3. Core Competencies
Deep understanding of data center operations, including critical resource requirements (dark fiber, DCI, IP Transit, cross‑border interconnection, submarine cable, etc.) and operator business models in Southeast Asia.
Proficient in end‑to‑end commercial negotiation processes, with the ability to balance company interests and partner needs for win‑win outcomes.
Strong cross‑cultural communication and problem‑solving skills, able to navigate diverse regional business practices and regulatory environments.
Familiarity with data center technologies (e.g., dark fiber, DCI, IP Transit, cross‑border interconnection, green energy integration) and industry standards is preferred.
Familiarity with regional market landscape and telecommunications networks and technology and pricing trend for dark fiber, DCI, IP Transit, submarine cable, etc.
Self‑motivated, results‑oriented, and able to work independently under pressure to meet project deadlines.
4. Other Requirements
Willingness to travel within APAC region and occasionally to China for business meetings and project coordination.
Knowledge of regional data center regulatory frameworks and industry best practices is a plus.
Excellent communication and presentation skills.
