Surrey Police Service (SPS) is Surrey’s new municipal police agency. The transition from the RCMP to SPS is well underway and SPS has spent the past three years building a local, modern, accountable police service for Surrey residents. On November 29, 2024, SPS will become the police of jurisdiction, assuming responsibility for policing and law enforcement in Surrey.

About the Role
Reporting to the Senior Manager, Finance, the Payroll Manager (Exempt) is responsible for payroll services and complex timekeeping for approximately 1200 staff, ensuring compliance with labour laws, relevant policies, and collective bargaining agreements. The Payroll Manager will work with a team to build payroll and scheduling structures and processes that integrate with other information systems. The Payroll Manager will perform payroll financial analysis and provide expert payroll advice, analyze policies, procedures, and systems, and make ongoing recommendations for operational improvements.
The successful candidate will be customer-focused with management experience working in a multi-union environment and excel in understanding legislative requirements and related complexities. The Payroll Manager will thrive in a fast-paced and collaborative setting and have the ability to build and maintain effective working relationships with clients, team members, unions, and key stakeholders. This position requires strong problem-solving and organization skills and have deep knowledge and working experience with the software and applications related to the work.
The ideal candidate will have a minimum of five (5) years of related payroll experience within a unionized environment, including two (2) years of experience in a supervisory role, plus completion of an undergraduate degree and holding a professional accounting designation (CPA) or a payroll manager designation (PLP). Strong knowledge and experience of InTime, Ceridian PowerPay and Dayforce, PeopleSoft Payroll and Time & Labour is preferred.
The annual salary range for this role is $104,807 - $123,302. Applicants will be required to obtain and maintain the relevant level of security clearance.
