Job Description
IT Governance and Strategic Planning (GSP) team develops IT policies and strategies to ensure secure and compliant operations, while prioritizing and managing IT projects that align with the university's goals.
The incumbent will be part of GSP team within NUS IT, driving activities pertaining to IT Governance including IT Policies and Audit Management, Project Portfolio Management, Stakeholder Engagement & Communication and Reporting & Analytics.
The individual will be supporting GSP in delivering the department’s strategies and objectives to achieve NUS IT’s vision of “Borderless University powered by Infinite Technology”. The role will report to the Head of IT Governance and Admin.
IT Policies & Audit Management:
- Facilitate IT audits: Participate actively, gather information, and coordinate with internal teams.
- Lead stakeholder collaboration: Work with stakeholders to develop comprehensive audit responses and manage communication.
- Track and report progress: Monitor actions arising from IT audits, risks, and compliance activities, reporting on progress toward resolution.
- Maintain IT policies and standards: Develop and update IT policies to align with overall governance objectives, industry best practices, and regulatory changes.
- Promote compliance awareness: Drive regular campaigns to educate staff and students on IT policies, industry regulations, and best practices.
- IT Quality Management: Ensure effective risk management practices are embedded within the IT Quality Management System.
Project Portfolio Management:
- Establish and refine IT project portfolio management (PPM) processes and methodologies. This includes providing ongoing guidance and support to project managers.
- Strategically manage the IT project portfolio: Prioritize, plan, and oversee the portfolio to ensure alignment with the organization's overall business strategy.
- Evaluate IT investment return on investment (ROI): Conduct comprehensive ROI analyses for IT investments, considering both financial and non-financial benefits.
- Communicate portfolio performance to stakeholders: Deliver clear and insightful reports on project progress, resource utilization, and achieved ROI.
- Maintain awareness of evolving IT landscape: Stay informed about emerging IT trends and technologies and continuously adapt the portfolio to align with evolving business needs.
Stakeholder Engagement & Communication:
- Foster IT Governance Collaboration: Work closely with IT and business stakeholders to ensure shared understanding and alignment on IT governance goals.
- Communicate IT Governance Framework: Clearly articulate IT governance policies, processes, and associated risks to relevant stakeholders.
- Proactively Manage Stakeholder Engagement: Address stakeholder concerns and inquiries regarding IT governance in a timely and transparent manner.
- Build Strategic Partnerships: Develop and maintain strong relationships with internal audit, risk management, and compliance teams to foster collaborative IT governance practices.
Reporting & Analytics:
- Deliver IT Governance Insights: Generate regular management reports that analyze IT governance activities, risks, and performance metrics.
- Identify Governance Optimization: Leverage data analysis to identify trends and opportunities for continuous improvement within the IT governance framework.
- Inform Strategic Decision-Making: Provide data-driven insights and actionable recommendations on IT governance to senior management.
Qualifications
An ideal candidate will possess a blend of technical knowledge, business acumen, and strong leadership qualities. Here's a breakdown of the key requirements:
- Degree in Business, Information Technology or equivalent
- Minimally 15 years of working experience, of which 10 years in managing IT Governance operations
- Strong foundation in IT Audit Management, Project Portfolio Management, and Quality Management principles.
- Deep understanding of IT systems and emerging technologies.
- Ability to effectively align IT initiatives with the organization's overall business goals
- Strategic thinking with strong analytical and problem-solving skills
- Able to establish and maintain constructive relationships with internal and external stakeholders
- Excellent team player, meticulous and resilient
- Able to work independently and manage work well to meet deadlines
- Strong communication skills with an excellent command of English, both written and verbal
- Possess good knowledge of Microsoft Office applications such as Excel, PowerPoint, SharePoint or data analytics tools e.g. Power BI for statistics reporting
- Certifications in IT governance frameworks (e.g., COBIT, ITIL) are desirable
