The Health & Safety Officer is responsible for overseeing the implementation and continuous improvement of health, safety, and environmental (HSE) protocols at BMC’s Dubai campus. The officer ensures compliance with relevant UAE laws, including those from Dubai Municipality, Ministry of Human Resources and Emiratisation (MOHRE), and KHDA/MOE as applicable to educational institutions. The role includes risk assessment, training, inspections, incident response, and reporting, in coordination with academic and facility teams.
This position is critical in maintaining a safe environment for students, staff, faculty, and visitors, particularly in laboratories, medical teaching areas, and general campus spaces.
Ensure full compliance with Dubai health and safety regulations, UAE labor laws, and KHDA/MOE guidelines.
Maintain required HSE licenses and certifications for the institution and act as the point of contact with regulatory authorities.
Conduct regular audits, inspections, and risk assessments across the campus (labs, classrooms, admin offices).
Monitor and enforce fire safety, first aid, hazardous material handling, emergency exit accessibility, and personal protective equipment (PPE) use.
Develop, implement, and update health and safety policies and emergency procedures.
Maintain proper documentation of inspections, incidents, safety drills, corrective actions, and regulatory reports.
Prepare reports for internal management and external regulatory bodies as required.
Lead and coordinate emergency response and evacuation drills.
Investigate accidents or near misses, identify root causes, and implement corrective actions.
Coordinate with authorities and medical responders in case of serious incidents.
Deliver safety orientation sessions for new staff, faculty, and students.
Organize regular HSE workshops or refresher training in collaboration with HR and academic departments.
Ensure first aid kits, fire extinguishers, and emergency equipment are present, maintained, and accessible.
Collaborate with facilities, HR, and academic teams to ensure safety protocols are integrated into daily operations.
Review and approve facility layout changes, maintenance works, and new equipment installations from a safety perspective.
Coordinate with the KSA headquarters for alignment on cross-campus safety standards.
Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
NEBOSH IGC, IOSH, or equivalent internationally recognized HSE certification.
Must hold a valid health & safety license from relevant UAE authorities (e.g., Dubai Municipality certified).
3+ years of experience in a health and safety role, preferably in educational, healthcare, or laboratory environments.
Familiarity with UAE health and safety regulations and emergency response protocols.
Strong understanding of UAE health, safety, and labor laws.
Detail-oriented with excellent inspection and documentation skills.
Ability to train and communicate safety concepts clearly to diverse audiences.
Proficiency in MS Office and report preparation.
Bilingual (English and Arabic) is preferred.
