What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The MHPSS FO implements the Mental Health and Psychosocial Support (MHPSS) activities as defined in collaboration with the other Field Officers and relevant coordinators. S/he works both in support mode of action by training, supervising and coaching others to provide support to the people affected by the armed conflict and other situations of violence, as well as in substitution mode of action to do so.

Accountabilities & functional responsibilities
  • implements defined MHPSS activities, in the framework of MHPSS for People Affected by Violence accessing Health Facilities (MHPSS for PAV accessing HF/PAV at Community level) and/or MHPSS for People with Physical Disabilities (MHPSS for PwPD), following the emergency protocols, in collaboration with the relevant coordinators.
  • implements the ICRC protocols to work with individuals, families and/or groups, and children for both programs.
  • collaborates with local and international stakeholders, relevant MHPSS actors and other ICRC colleagues, when requested.
  • ensures regular data collection and reporting for the supervisors and other departments (minutes of meetings, MAD, PEARL, technical reports etc.), weekly and upon request.
  • applies the validated ICRC clinical tools to monitor the impact of the services provided.
  • provide direct MHPSS consultations during the emergency phase, always respecting privacy and confidentiality of the patients.
  • respects always the “Do no harm” principle and acts in the best interest of the beneficiaries.
  • organizes referral of beneficiaries and performs case follow-up (Case Management).
  • participates in the identification of needs of target populations for MHPSS interventions.
  • trains and supports staff from other organizations/partners/teams as per the programme strategy.
  • maintains regular communication with the Mental Health & psychosocial l delegate, Mental Health & psychosocial program manager and Health Coordinator, providing data and programme updates.
  • engages in and contributes to the validation process of the MHPSS tools for proper cultural adaptation and translation into the local languages, as well as provide guidance to the counterparts for the proper understanding and correct use of those tools.
  • takes active part in the development of the MHPSS work-plans, contributing with the information needed, analysis and discussions in the planning meetings; as well as eventually produces those planning documents.
  • collaborates with other ICRC Departments/Units (e.g., PHC, PRP, COOP, PROT, etc.) in the ICRC Sub-delegation in Gaza, in order to ensure a coordinated and integrated approach to respond to beneficiaries needs.
  • supports in all the logistics and administrative procedures related to the implementation of the MHPSS activities in the Gaza AoR (e.g., raising SR, organizing meetings, raising and settling WADs, etc.).
  • plans, organizes and follows the distribution of items to the counterparts, required for the implementation of the MHPSS programs.
Relationships
  • works under the close supervision of the ICRC MHPSS Delegate, and under the technical guidance of the MHPSS Program Manager and Health Co.
  • Internally, interacts with ICRC staff related to the specific programs (Health and PRP team, Protection team, etc.).
  • Externally, interacts with governmental authorities at various level, local Red Crescent branches, institutional authorities, other local and international partners, and specific population groups.
Education and Professional Experience Required
  • University degree in psychology (e.g., bachelor psychology, clinical psychology) or psychiatry.
  • Holders of Higher Diploma in Community Mental Health are encouraged to Apply.
  • Fluent command of English as well as the main local language.
  • License to practice in her/his own country.
  • Computer proficiency.
  • 3 to 5 years of overall professional experience with minimum 2 years’ experience in MHPSS programs.
  • Clinical or psychosocial experience.
  • Experience in managing teams is an asset.
  • Humanitarian experience is an asset.
  • Red Cross/Red Crescent is an asset.
