What the role is:
As Assistant Manager / Manager (Procurement) of the Communicable Diseases Agency (CDA), you will support Assistant Director (Procurement) in the management of the procurement function.
The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board will be consolidated under CDA.
You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently.
What you will be working on
You will play a key role in the Procurement team in the CDA. Your key responsibilities include the following:
- Execute CDA’s procurement and contract management frameworks, processes, approving authorities and templates that dovetail with the Procurement Government Instruction Manuals as well as the Ministry of Finance’s (MOF) overall Whole of Government frameworks and processes.
- Work with CDA Divisions to understand their requirements, review specifications, formulate procurement approaches and strategies for the purchases.
- Conduct market research and engage industries to understand supplier landscape and market supply conditions.
- Conduct procurement processes of sourcing, tendering, evaluation and contract management in accordance with Government procurement policies and guidelines and adhere to the principles of ensuring transparency, fairness and value for money.
- Guide CDA Divisions in the contract management process.
- Innovate and add value to the procurement process.
What we are looking for
Job Requirements:
- Tertiary qualification in any discipline, preferably with modules related to procurement or supply chain management.
- Knowledge in government procurement will be an advantage.
- Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working.
- Effective stakeholder management, communication and interpersonal skills to co-create solutions.
- Good team player.
- Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelines.
- Proficient in Microsoft Office tools and prior experience in Workday will be an added advantage.
Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 2-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.

The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases. This is aimed at strengthening Singapore's public health capabilities built during the COVID-19 response to ensure a unified command and coordinated approach across all situations, from routine disease control to future outbreaks. CDA safeguards the nation from communicable diseases through disease surveillance, outbreak investigations, vaccination programs, public education, and global health collaboration. Beyond domestic activities, the CDA aims to expand Singapore’s global outreach and foster collaboration with international partners.
