About the Opportunity:
Shell Canada is seeking a Project Development Engineer to join their Shell Sarnia Refinery team.
The Project Development team provides the initial front-end development of improvement ideas and projects in support of the site’s capital investment plan, including asset integrity, regulatory, growth and energy efficiency projects. This role is essential to ensure quality front-end engineering work is completed that sets capital projects up for success by identifying innovative alternative solutions and scope development to minimize design rework later in the project. This position will challenge you to apply technical skills necessary to support project development with a range of process complexity, size, cost, and priority.

Joining the Project Development organization in Sarnia-Lambton will also present you with a chance to enjoy all that southern Ontario has to offer.
This hybrid role needs to work effectively remotely and virtually within the site’s hybrid working policy.
Accountabilities:
Apply primary engineering and coordination skills to the development of capital investment ideas during the initial assessment, business case development, and conceptual design of proposed solutions.
Integrate and collaborate with key stakeholders to ensure alignment on project objectives and project deliverables.
Ensure the appropriate technical assurance of the project designs via conformance to Shell Design & Engineering Practice standards.
Lead special technical studies in the operating areas and provide engineering support for the assessment (pre-scouting) activities of the production teams. This role is involved in all phases of the Project Work Process.
Generate and publish Scouting (Feasibility) Reports at the end of the Assess phase and lead all Engineering activities through the Assess phase to converge on a solution to the opportunity and threat in question. Ensure timely and budget-compliant delivery of the Assess phase.
Ensure that the project Scouting Report is firmly established during the Assess phase. This may involve preparing process flow diagrams (PFDs), data sheets for significant equipment with required support data, investigating alternate solutions in later phases, identifying all existing equipment subject to re-sizing/size verification for new design conditions, identifying all existing piping systems requiring hydraulic calculations for confirmation of adequate sizing, marking up P&ID’s, ISO’s, or other field drawings to indicate proposed physical modifications and scope of work, and assuring concurrence is received from operating and support departments.
Integrate with the Project Engineering for the Select phase to ensure more detailed front-end engineering work is completed including change management, concept selection, risk management and issuance of a basis for design document.
Provide continued engineering support to the execution organizations (Projects and Maintenance) during the detailed engineering, procurement, and construction phases of the investment.
Responsible in project detailed engineering phase include participating in the preparation of documents for detailed engineering reviews of equipment data sheets, line and tie in point lists, and instrument and piping drawings.
Participate in the start-up of the facilities. Performance test runs and start-up reports will be completed following the start-up of the project.
Provide potentially rostered on-call support for an Emergency Operations Center role.
Skills & Requirements:
Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer.
Must have P. Eng with PEO.
Bachelor’s Degree in Chemical, Instrumentation, Controls, Mechanical, Process Engineering or any other related field.
Minimum of 8+ years’ experience in the refining/petrochemical industry.
Knowledge of project economic analysis and use of economics models is required.
Background in discipline engineering support to operations and project experience required, broad range of process unit experience.
Must have experience with Capital Projects and/or Management of Change (MOC).
Knowledge of safety reviews such as PHA or HEMP-LOPA with participation is a plus.
Demonstrate some familiarity with Process Engineering design tools including Process Simulations software or demonstrated competency with design of instrumentation and control systems.
