Result of Service
The Social Projects and Cooperativism Consultant will be responsible for dealing with all issues relating to social projects and waste picker cooperatives to support the development of the Municipal Waste Management Plan. The Consultant's initial objective is to support the diagnostic stage by collecting information and data on actions and initiatives linked to waste picker organizations and related social projects implemented in the city of São Paulo, together with the UN-Habitat waste team. He / she will also propose solutions to develop and adapt social projects related to solid waste, as well as establish, together with the team, an action plan and targets to achieve the defined objectives. The Social Projects and Cooperativism Consultant will work in close collaboration with the Technical Coordinator, the General Coordinator, the operational and technical teams of UN-Habitat offices in Rio de Janeiro, as well as with the local project team, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat’s Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of São Paulo, the project includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. To effectively implement this project, a Social Projects and Cooperativism Consultant is needed to ensure that the Municipal Waste Management Plan incorporates a suitable approach to integrating waste picker cooperatives and social projects.

Qualifications / Special Skills
Academic Qualifications:
Required:
- Post-Graduation course in Social Sciences, Sociology, Humanities, Social Assistance or related fields, or additional 4 (four) years of relevant technical experience.
- Bachelor's degree in Social Sciences, Sociology, Humanities, Social Assistance or related fields is required.
Experience:
- A minimum of four (4) years providing technical support and management related to sustainable development, social projects, waste pickers cooperativism.
- Academic knowledge on themes related to sustainable development, social projects, waste pickers cooperativism.
- Professional experience developing studies, projects, plans and technical assessments related to sustainable development, social projects, waste pickers cooperativism.
- Previous experience within the UN System would be an asset.
Skills:
- Excellent writing and proof-reading skills in Portuguese is required;
- Good computer skills in Windows, Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required;
- The ability to engage in dialogue with cooperatives, the third sector, the public sector, and the private sector is required.
Languages
- Fluency in Portuguese is required;
- Good command in oral and written Spanish is desirable;
- Good command in oral and written English is desirable.
Additional Information
Travel Details:
The Social Projects and Cooperativism Consultant must be available to travel to the City of São Paulo. The consultant will be responsible for travel expenses and logistics.
Remuneration:
The consultant will receive an amount of BRL 43.578,00, to be paid in three (3) installments, upon the presentation and approval of the following products:
