Provides the day-to-day expertise, necessary liaisons and maintains the implementation of functions and activities of Site Operations, Field HSE(s) ensuring that operational sites are in line with HSE&S programs, procedures, and requirements according to Corporate Procedures. Provides HSE services to sites and assures implementation of acceptable levels of occupational health and safety procedures in addition to participating in the reporting process, by providing inputs, reviewing, and issuing the periodic and ad hoc reports for all aspects of site HSE performance. Acts as the primary focal point of contact on HSE related activities with Field HSE Upstream and Downstream teams, in addition to site RSES. This includes issues related to AI&PS, OH&IH and incident management system.
Responsibilities
- Monitor RSES, Field HSES on the quality, performance, and improvement of facilities against agreed KPIs, whilst also ensuring sufficient Emergency Exercises and relevant trainings are conducted.
- Support HSE&S compliance activities for Dolphin Energy Operational facilities, to ensure effective implementation HSE&S Management System in compliance with applicable laws / best industry standard practices.
- Support in the implementation of Emergency Response and Plant emergency control teams strategies and solutions, resulting from drills and exercises, risk assessments, business impact analyses scenario bases and ensure updates to the documentation.
- Support Field HSE in the implementation of the Site Risk Registers and assist in keeping the register up to date by providing the necessary input resulting from Emergency Response and Crisis Management drills and training programs.
- Liaise with Field HSE, RSES ensuring that Operation HSE Committee programs, management walkthroughs, inspections are continuously implemented whilst addressing all Operation concerns, oversee and review all actions highlighted during site inspections and ensure that they are dealt with and closed by Operation Sites efficiently.
- Support operational sites to exercise, update and maintain on a regular basis their specific Emergency Response plans and procedures, including preparation of bridging documents, revision of specific risk assessment and keeping the concerned documents up to date.
- Monitor, measure, analyze, and evaluate overall performance of HSE&S-MS of sites and advise management of actions needed to improve compliance and / or achieve related objectives. Assist in the violation and none- compliance processes and maintain database among operational sites.
- Provide advice and training to Facility Management and Field HSE&S teams on facilities Emergency Response arrangements and evacuation procedures from Company assets. Assist in preparation and running evacuation exercises/drills, where necessary.
- Oversee the maintenance and periodic upgrade of operations emergency facilities and systems.
- Ensure all Upstream/Downstream emergency rotations and emergency contact lists are in place and up to date for all emergency duty teams and well managed / checks by responsible custodians
- Develop, revise, and oversee the implementation of Upstream/Downstream Emergency facilities and HSE&S documents including Emergency management plans ensuring compliance with HSE&S requirements.
- Support the implementation of HSE&S-MS to ensure Operations HSE&S Audits Plans, policies and procedures are effectively implemented so that Operations sites are compliant with all relevant regulations and to ensure all Dolphin Energy policies and procedures are adhered to.
- Provide advice to Field HSE, RSES and Operations departments with the introduction and application of Dolphin Energy HSE&S-MS policies and procedures and Contractor HSE&S programs, as required.
- Support the implementation of HSE&S monitoring systems and programs to record, analyze and report all HSE incidents including investigation, reports, follow-up actions and trends analysis for incidents, accidents, environmental spills, and releases and near misses.
- Support In the inspections, audits and the evaluation of worksites, plant / offshore facilities, workboats, dive boats, lay/heavy lift barges and major onshore construction sites to ensure contractor compliance with HSE&S requirements.
- Provides effective follow up on preventive and corrective action coming from Internal audits and review. Identify areas of improvement for HSE&S management systems and processes and develop improvement strategies.
- Liaise closely with relevant areas of HSE&S to manage HSE&S related budget, procurement, and contract related issues.
- Demonstrate visible commitment to HSE by periodically leading/taking part in risk assessments, HSE meetings, HSE Events, Audits, and trainings etc.
- Participate in the development and maintenance of tools for capturing and analyzing incident data (Incident register, incident statistics, causal factor analysis) and conduct investigations as required.
- Develop and revise site-specific procedures to be implemented at sites in liaison with Field HSE and RSES.
- Perform HSE&S programs, activities, awareness, HSE Campaigns, training in Operation sites. Develop and implement Safety and Wellness Programs to Operation Sites (such as Health Promotion, Home Safety, Medical Awareness, working at heights, scaffolding etc.) including presentations, awareness campaigns and seminars.
- Ensure the necessary Health, Safety & Environmental (HSE) activities “safe systems of work” and “safe conditions” (i.e: PTW, inhibits, LOTO, DGS) are in place in Operational sites, ensuring that assigned staff comply with all Dolphin Energy HSE policies & procedures and related initiatives.
- Conduct regular meetings with Operation Contractors within area of responsibility and provide executive reports on HSE performance, raise concerns accordingly.
- Maintain computer-based occupational health database including staff health records, whilst also preparing various reports and statistics as required. Monitor and provide occupational health, fitness to work and medical services for Operations and site staff and ensure Wellness rooms are readily functional and updated at all times.
- Maintain knowledge of latest occupational health and industrial hygiene standards and regulations in order to understand and apply any changes made in regulations, to guarantee employee safety, legislative compliance and the delivery of high-quality products / services.
- Support in formulating and conducting Health Promotion and Wellness Programs in order to raise the occupational health and industrial hygiene awareness level among company staff
- Provide functional oversight & inspection of Upstream and Downstream Operation’s health facilities, to ensure the quality of health and hygiene services is maintained, in line with occupational health and industrial hygiene standards and compliance with Company procedures and guidelines
- Act as an incident investigation leader when required. Establish HSE alerts, bulletins and Return on Experience across all sites.
- Raise any potential risk scenarios for further analysis of Major Threats.
- Discuss with AI CHSES team any anomalies or unsatisfactory conditions of SECE system to define the way forward and action plan in order to restore integrity of the system.
