POSITION SUMMARY
Kennedy House - Residential Services Division is looking for dynamic, consultative, and results-oriented Developmental Service professionals to join our team in the role of Developmental Service Worker (DSW).
The Residential Services Division works in conjunction with child welfare systems and other organizations to provide individualized plans of care and support. We offer a wide range of programs including but not limited to the following: time management, hygiene, transportation, nutrition, self-growth, health & safety, financial management, purchasing and utilization of community resources, job skills & employment preparation and housing & accommodation support.
As a member of the Kennedy House Residential Team, the Supervisor is accountable directly to the Senior Program Manager. The Supervisor is responsible for managing the day-to-day functions of the program in accordance with regulatory requirements/licensing standards and/or Kennedy House policies and procedures. This position is responsible for ensuring that staff and client personal and confidential information is strictly managed for each of the programs they are responsible for. The Supervisor is required to adhere to the organization's policies which govern confidentiality, privacy, conflict of interest, and safety expectations. This position is considered a management excluded position.
Primary Job Functions
The primary responsibility of the Supervisor is to manage and provide advice, guidance and expertise to the Developmental Service Workers as well as others working within the program. They are expected to have a clear understanding and ability to perform all Developmental Service Worker (DSW) expectations within the program and to fill in where necessary. They are required to provide on-call emergency support to the other residential programs on a rotational basis.
Key Responsibilities and Duties
- Supports the Senior Program Manager with identifying human resources/staffing and training needs;
- Supports the Senior Program Manager with the recruitment, selection, orientation, and training processes in addition to coaching, counseling, performance management/evaluations and disciplining of front line staff;
- Coordinate the care of individuals/youth in care; identifying program needs of individuals/youth supported, participating in the development and implementation of Individual Support Plans (ISP)/Plans of Care (POC), developing and implementing life skills programs based on the ISP/POC assisting in monitoring achievement of personal outcomes.
- Monitor and ensure that all requisite reports e.g. Incident Reports, Medical Incident Report, Medical Reports, General Occurrence Reports, daily logs, progress notes are completed and submitted accordingly;
- Assist with case management to individuals/youth on caseload, providing appropriate personal and physical care including medication administration, crisis response, advocating on behalf of individuals/youth supported and liaising with family, medical, other professionals and other service providers to address needs.
- Manages the Schedule for ensuring that the staffing needs/allocations are adequate at all times in order to meet the needs of the client.
- Provides direct supervision, direction and immediate feedback to the DSWs, and others, such as volunteers, students working in the program as well as providing written supervisions as required by Kennedy House.
- Track and ensure that all required training for themselves and their direct reports are completed as outlined on a yearly basis.
- Responsible for enforcing full compliance to the program's operating controls, Standard Operating Procedures (SOPs), policies, procedures and service standards and make recommendation for changes;
- Lead shift change meetings when required and ensure they are run in a professional and cooperative manner;
- Escalates urgent concerns directly to the Senior Program Manager and/or Program Manager on call, according to protocol;
- Receive client and family grievances, resolve where possible, escalate where necessary, relate all information to appropriate management;
- Receive and respond to employee grievances in accordance with the Collective Agreement, where applicable or via the Kennedy House conflict resolution protocol;
- Maintaining documentation, monitoring finances, ensuring an appropriate standard of living for individuals/youth in care;
- Assist with annual budget preparation by identifying supply, equipment and training needs;
- Schedule and plan emergency drills for the residence;
- Serve on Kennedy House Committees e.g. OH&S; Diversity etc. as needed/required;
- Where required, assist DSWs and explain teaching programs and client progress towards learning goals to client family members, agencies and colleagues;
- Maintain user service confidentiality at all times, unless disclosure is specifically authorized;
- Work with supervisory and management staff at various government agencies to understand client needs and provide quality case management on a situational basis;
- Build and maintain relationships with families, schools, community organizations and government agencies;
- Assist staff as required with resolving client behavioral issues, immediate and long term;
- Ensure that the staff work in accordance with all of the Kennedy House Operational; Human Resource; Occupational Health and Safety; and the “Zero tolerance" policies and procedures, in addition to the laws that govern the workplace environment;
- The Residential Supervisor is expected to have a clear understanding of all events which transpire in their program on a daily basis, hence, the Residential Supervisor must review all documentation each day to aid in this responsibility.
- The Residential Supervisor should have the opportunity to interface with both the residents and staff on a regular basis.
- The Supervisor is expected to take an active “hands on” role while in the program and to provide leadership, direction and immediate feedback for their staff.
- The Supervisor is to ensure that all Policies and Procedures are adhered to at all times by all staff.
- The Supervisor is to ensure that staff meetings, residents meetings, and all other program structure and requirements transpire consistently and effectively.
- The Supervisor is to ensure that they are available to their staff who may wish to seek advice and/or guidance in regards to certain issues.
- The Supervisor is to ensure that the program addresses the individual needs of the residents, including first and foremost their safety and well-being.
- The Supervisor is expected to inspect the physical plant, both externally and internally, to ensure the grounds, exterior lights, windows, safety and security systems are secured or functioning appropriately.
- The Supervisor is expected to give an ongoing assessment of his/her shift including the atmosphere of the house and ensure proactive planning exists and is in place to respond to any crisis management and resolutions.
- The Supervisor is expected to ensure through direct involvement, that a therapeutic and family atmosphere exists during all meal times.
- The Supervisor before departing must ensure that proactive planning for the next day has been completed and staff are aware of who is on first and second call, and the expected arrival time of the Supervisor for the following day.
EDUCATION:
- C.Y.W. diploma or equivalent or a B.A. and minimum 2 years experience are preferred.
- Certification in both First Aid and CPR courses are essential.
QUALIFICATIONS:
- Ability to function independently within the framework of a team.
- Experience in a variety of interventions individual, group and family counselling.
- Ability to work effectively with children/youth and families in a planned, process-oriented, goal-oriented method.
- Available to work rotating shifts required including days, afternoons, overnights and weekends.
- Ability to work co-operatively and negotiate effectively within the program, the agency and outside resources.
- Proven working knowledge of the supervisory process.
- Detailed knowledge of relevant legislation, agency policies, procedures and guidelines.
- Ability to exercise appropriate authority, leadership and direction.
- Competence in making and implementing decisions.
- Ability to assess performance of others.
- Demonstrated ability to write clear, concise reports.
- Good organizational and interpersonal skills.
- Demonstrated skills pertinent to the functions to be undertaken.
- Reference checks and a police check will also be conducted.
- CPI Training required.
- Valid Class G Driver's License is mandatory and positive drivers abstract.
- Current Police Check and Vulnerable Sector Check required.
- Maintain all required immunizations and vaccines.
