Responding to the Country Program Document 2024-2028, UNICEF office in Rio de Janeiro has started to focus its programmatic and advocacy work on violence prevention and response in contexts of armed violence. In a context of alarming and growing rates of physical, sexual and lethal violence that affect the lives of thousands of children in Rio de Janeiro, the Rio de Janeiro office works in an intersectoral manner to advocate for and protect children along with the Areas of Child Protection, Survive and Thrive, Learning and skills, Adolescent development and Participation, Communications and Advocacy, Social policy, WASH & Climate Change, South-South Cooperation and RPM&E. As such, the consultant for this assignment should work closely with multiple teams at UNICEF Brazil country office and along with the Rio de Janeiro team as a mean to deliver expected results defined on the BCO 2025 Annual Work Plan.
SCOPE OF WORK:
Under the supervision of the Child Field Office in Rio de Janeiro and in close coordination with the Child Protection Chief and Team, the consultant will:
- Revise and provide comments on the implementing partner study around armed violence and education.
- Revise and provide comments on the social behaviour change report regarding corporal punishment.
- Organize a meeting with civil society partners.
- Organize 4 meetings with Protected Hearing law local committee partners.
DELIVERABLES:
- Work Assignment overview 1: Revise study of implementing partner working on an analysis regarding armed violence and its impact on child education
Deliverables/outputs:- Review report
- Share report with key internal counterparts at UNICEF for comments and dissemination/advocacy strategy development
- Three meetings with partner to go over compiled comments
- Presentation/summary on the final product

Estimate budget: R$ 25% - Work Assignment overview 2: Support UNICEF’s ongoing dialogue with local civil society partners aiming at defining joint advocacy activities regarding child rights protection in Rio de Janeiro
Deliverables/outputs:- Define meeting scope and theme
- Organize meeting invite and mobilize relevant partners
- Facilitate meeting aiming at finding minimum common ground for potential joint work
- Prepare meeting report and next steps recommendation

Estimate budget: R$ 25% - Work Assignment overview 3: Support UNICEF’s Social behaviour change work around corporal punishment
Deliverables/outputs:- Report review
- Provide technical comments on the report
- Share inputs, as needed, to feed into strategy rollout and escalation to other cities

Estimate budget: R$ 25% - Work Assignment overview 4: Support Protected Hearing law local committee meetings
Deliverables/outputs:- Organize at least 4 times with local committee members, mobilizing attendance, facilitating conversations, and preparing meeting reports, with a focus on next steps and agreeing on assistance flow to child victims

DURATION OF CONTRACT: 4 months
MINIMUM QUALIFICATIONS REQUIREMENT:
- Postgraduate degree, preferably in the fields of Law, Social Sciences, Human Rights or Related Areas. Verification will be done by presenting the diploma from an institution accredited by the Ministry of Education;
- At least 5 years of professional work or academic experience in violence prevention and response issues in Rio de Janeiro;
Knowledge of the local social and political context, also about relevant stakeholders regarding violence prevention and response in Rio de Janeiro.
