Organizational Setting

UTF/BRA/089/BRA: The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil – Programme.

Technical Focus

To carry out surveys, studies and analyses of legislation, normative acts, procedures and instruments, with a view to subsidizing the MDA in proposing improvements to management mechanisms, as well as in qualifying the actions of follow-up, monitoring, evaluation and inspection of the execution of the Management Contract signed with Anater and terms of promotion related to Technical Assistance and Rural Extension.

Tasks and Responsibilities

  1. Survey and analyze the laws and documents used by DATER in the processes of follow-up, monitoring, evaluation and inspection of the execution of the management contract signed with Anater, aiming to enhance and improve the procedures.
  2. Propose new routines, tools and instruments that qualify the procedures for monitoring, evaluation and inspection of the execution of actions aimed at the public policy of ATER.
  3. Carry out technical visits in the different areas related to Anater's management contract, with the objective of raising subsidies for the preparation of the contracted products.
  4. Support the project in dialogue with partner entities/institutions and social movements by providing technical support during the meetings with the team of the Secretariat of Family Agriculture and Agroecology.
  5. Subsidize the actions developed on the subject of consulting with the agencies involved.
  6. Assist the project in meetings, workshops and seminars held by DATER and partner entities on the subject of the consultancy.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING:

  1. University Degree in Applied Social Sciences, according to the table of areas of knowledge of CAPES/CNPq.
  2. Minimum experience of 08 (eight) years in projects, programs or public policies of Family Farming; Technical Assistance and Rural Extension and in analysis and preparation of normative texts, contracts and similar documents within the scope of Public Administration.
  3. Working knowledge (level C) of English or Spanish and Portuguese.
  4. National of Brazil or resident of the country with valid work permit.

Technical/Functional Skills

Desirable experience in data collection and systematization and in the process of contracting, acquisition and bidding within the scope of the Public Administration.
