Brief Description
Manage and direct the determination and development of the telecoms engineering route asset management plans. Manage the production of specifications and acceptance criteria for telecoms engineering works for all aspects of investment to achieve the required scope and quality in accordance with company asset policies. Provide a comprehensive route-based telecoms engineering support service to Maintenance. Lead telecoms system and equipment performance, risk and reliability monitoring and improvements. Manage the delivery of the telecoms verification programme.

About the role (External)
Here are some of the duties your role will include: -

  1. Lead the development of route specific plans, including all maintenance, renewal and investment activity and lead the development and management of the associated prioritised investment work bank.
  2. Manage the inclusion of all investment items into appropriate programmes and track through to completion, including approval of programme changes.
  3. Determine and advise on the implications if work is not undertaken in the recommended timeframe.
  4. Monitor Regional or Route asset management plans to confirm that they are appropriate to deliver required regulatory outputs and amend the plans as necessary to deliver compliant output targets.
  5. Agree maintenance activity volumes with delivery unit teams.
  6. Sponsor telecoms engineering renewal and incremental enhancement schemes, unless specific other arrangements have been made.
  7. Review investment papers for compliance to national requirements and participate in funding negotiations.
  8. Work with other members of the asset management teams to review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and resolve critical technical problems.
  9. Manage the telecoms development of renewal and enhancement schemes to meet Network Rail's goals in accordance with company asset policies and standards from project inception to transfer to delivery.
  10. Following transfer, provide technical resource to support development and implementation of projects to confirm the technical requirements are sufficient, correctly interpreted and any changes agreed.
  11. Check that completed schemes are appropriately assessed to determine they meet the project remit.
  12. Manage the specification of acceptance criteria for telecoms engineering works including design approval, acceptance of equipment and hand back to maintenance as appropriate.
  13. Where necessary check that the acceptance processes are being discharged.
  14. Act as engineering authority for engineering deliverables associated with renewal and enhancement activities unless formally delegated to others.
  15. Provide national professional engineering leadership, technical advice, guidance and manage the provision of a comprehensive telecoms engineering support service.
  16. Manage the monitoring and improvement of the technical competence of telecoms engineers and assurance advice to other company groups and external stakeholders.
  17. Provide a Regional or Route based single point of contact engineering support service to Maintenance and Operations & Customer Services senior management for telecoms assets.
  18. Manage the arrangements for technical briefing of telecoms engineers in delivery units in order that the purpose, as well as the content of standards, specification, etc. is understood.
  19. Review, and approve as appropriate, derogations and non-compliances to telecoms standards in compliance with the delegated authority framework.
  20. Manage the response to applications outside of own delegated authority.
  21. Collate any issues of national significance and liaise with the national team to develop and spread consistent best practice.
  22. Support the development and review of national standards relating to renewals and enhancements.
  23. Collate, review and manage progression of potential improvements to telecoms standards from specified delivery units; provide feedback to the originators.
  24. Lead the development of performance monitoring and equipment reliability analysis of telecoms engineering assets to achieve Network Rail's goals.
  25. Lead the telecoms verification programme to meet the overall national verification and maintenance audit programmes objectives.
  26. Provide input to, review, and respond to formal investigations and implement and monitor actions to address recommendations.
  27. Lead and conduct investigations into significant failures that affect the safety and condition of assets.
  28. Assist with the management of actions to mitigate the risks of recurrence.

What you will bring to the role: -

Essential

  • Chartered Engineer
  • Broad and extensive telecoms engineering experience, particularly related to renewals and enhancements
  • A detailed understanding of the maintenance of telecoms assets
  • A sound knowledge of technical, safety and performance standards relating to telecoms engineering
  • Proven ability to lead engineering activities in a business environment
  • Experience in the integration of complex engineering system
Desirable
  • An understanding of safety management systems and risk assessment techniques
  • Relevant management qualification
  • Expertise in engineering management in a safety critical industry
