Job description

Serco, a prominent player in the Space industry with over 50 years of experience, has a robust partnership with the European Space Agency (ESA), particularly through our work at the European Centre for Space Applications and Telecommunications (ECSAT) in Harwell, Oxfordshire, United Kingdom. ESA-ECSAT serves as ESA's hub for telecommunications and integrated applications, supporting the development and commercialization of innovative space-based solutions.

On behalf of our client, the European Space Agency, we are looking for a skilled Project Administration support to join our team distributed over the ESA-ECSAT site, in Harwell, UK.

The overall goal of the service is to provide project management support services for CSC Programmes and Projects, covering all activities linked to schedule and risk management, project administration support and configuration and data management. The service shall assist the CSC teams in improving operational harmonisation, efficiency and effectiveness through the continuous review, update and implementation of project management processes, procedures, best practices and tools.

For project administration support activities, the Service Provider shall support the project controllers on transactional tasks of administrative nature and database operations.

Main Responsibilities

As Project Administration support you will concentrate your activities on the following:

Procurement Support & Process Implementation

  • Assist in procurement processes, ensuring compliance with approved procedures.
  • Propose and implement efficiency improvements.
  • Oversee procurement activities, approvals and clarifications.

System Operations & Data Management

  • Create and manage Purchase Orders, Work Orders, Contracts, CCNs, RFXs and invoices in ESA-p.
  • Update procurement planning and geo-return dashboards, ensuring data consistency.
  • Process Goods Receipt Notes (GRNs) and track approvals.
  • Verify and update financial annexes, milestone payments and cost plans.
  • Track TEC bookings versus planning, identify variances and ensure corrections.
  • Support manpower planning and coordinate with CAC Book Captains.
  • Assist in audits by preparing financial reports and tracking corrective actions.

Coordination & Reporting

  • Handle Member State requests and Letters of Support.
  • Support Statement of Work (SoW) creation and procurement planning.
  • Generate financial and activity reports, including KPIs, variance analysis and contract status tracking.

General Support & System Improvements

  • Maintain procurement documentation and guidelines.
  • Participate in tool testing, process optimizations and system transitions.
  • Attend meetings, working groups and training sessions.
Successful Candidate

  • Bachelor's degree in a relevant field.
  • At least 4 years of experience in project management support, procurement, or a related field.
  • Proven experience in a Project Management Support Office (PMSO) environment.
  • Knowledge of D/CSC programmes and ESA project review procedures.
  • Experience in a project-oriented environment and supporting procurement processes.
  • Strong organizational skills, attention to detail and ability to manage priorities.
  • Ability to work autonomously under high workload and time pressure.
  • High communication skills, with experience interacting with international teams across engineering, technical and business domains.
  • Customer and service-oriented mindset, with a proven track record in providing senior-level customer support.
  • Strong team management and leadership capabilities.
  • Ability to establish and maintain positive working relationships, including interfacing with senior management.
  • Proficient in the English language, both written and spoken.
  • Candidates must be eligible to work in the UK.
