Job description

Project Quantity Surveyor for TFL Capital Projects

Salary: Circa £60,000 plus Fantastic Benefits including Final Salary Pension and free Travel on the TfL network.

Location: TFL head office Buildings / Project Locations and Home Based (Hybrid) - Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

About the Procurement and Commercial Team

From mission critical systems that govern the movement of trains, digital information and payment systems across London, asset refurbishment or enhancement or customer movement, P&C plays a key role in delivering all aspects of Transport for London’s obligations. It is our responsibility to plan, strategize, procure and commercially manage every essential component that TfL needs to deliver the millions of journeys that take place on our network each day and the multibillion-pound capital programme that improves the network. With responsibility for the significant £6bn+ spend that is needed to keep London moving, the commercial activity P&C drive, ensures we get the best return on investment and deliver outstanding long-term value.

About the P&C Capital Delivery Team

Our Capital Delivery team sits within Procurement and Commercial and we support pan TFL enhancement projects from £1m up to £5bn+ with post contract activities to completion.

There are two distinct delivery units, and you'll have the opportunity to move between them.

Capital DeliverySystems includes the Bakerloo Line Upgrade (BLU) and Heavy Haulage Vehicle (HVV) programmes, the Piccadilly Line Upgrade (PLU), Technology, Air Quality and Road User Charging (TAC) and 4 Line Modernisation (4LM).

Capital DeliveryInfrastructure includes, Station & Depots Asset enhancements, Docklands Light Railway (DLR) Rolling Stock replacement Programme (RSRP), Elephant & Castle, East London Line Upgrades and stations, Healthy Streets and High Speed 2.

We’re seeking Project Quantity Surveyors who will use their expertise to:

  • Manage and deliver end to end commercial activities, processes and systems on complex programmes and projects within the P&C Capital Delivery team.
  • Identify, assess and reduce potential risks to commercial agreements and supplier performance.
  • Formulate negotiation parameters, analyse and interpret commercial data and demonstrate flexibility whilst achieving negotiation objectives.
  • Manage cost analysis, benchmarking, estimating and cost planning using construction and engineering industry market economics.
  • Preparation of detailed analysis of variances and explanations, and understanding of concept of, and ability to calculate earned value.
  • Manage and orchestrate all the internal and external commercial stakeholder parties to develop and maintain commercial control of our programmes and projects.
  • Chair performance meetings with suppliers, communicate performance data and agree improvement plans.
  • Management of claims, mitigation and advising on defence of claims, including analysis of the various parties’ positions.
  • Liaise with third party funders and developers on externally funded projects and developments including development agreements, cost recovery and funding.

Skills, Knowledge & Experience

You will have strong negotiation skills, be well versed in producing estimates for major schemes and will be confident in your ability to manage stakeholders and supplier relationships. Other Skills, Knowledge and Experience relevant to this role are listed below:

  • Detailed project management knowledge (Essential).
  • Proven experience of managing complex customer and supplier relationships (Desirable).

Experience

  • Extensive experience of how the various commercial activities interrelate and are applied on major work streams, projects and programmes (Essential).
  • Experience of working with external funded and cost recovery projects (Essential).
  • Hold Fellowship/Membership of The Royal Institute of Chartered Surveyors (FRICS/MRICS) or equivalent professional qualifications or working towards (Desirable).
