ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs). UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence.

The Division of Circular Economy and Green Industry (TCS/CEG) contributes to greener and more circular industries and products by minimizing both resource use along value chains and the emission of pollutants to the environment. The Division promotes just transitions to circular economies and reduced release of pollutants into the environment. It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product.

This position is located under the Responsible Materials and Chemicals Management Unit (TCS/CEG/RMC) which is responsible for supporting Member States to implement the chemicals and wastes obligations under the Basel, Minamata, Rotterdam, and Stockholm Conventions.

PROJECT CONTEXT

The project "Eliminate Mercury Use and Manage Mercury Wastes in the Chloralkali Sector in Mexico" addresses the critical issue of mercury pollution in Mexico’s chemical industry. This project aligns with Mexico’s commitments under the Minamata Convention on Mercury. The project focuses on building capacity within national agencies, implementing mercury-free technologies, and developing comprehensive decontamination and waste management plans for mercury-contaminated sites.

FUNCTIONAL RESPONSIBILITIES

Under the supervision of the Project Manager and the project team, assists in appraising, adjusting and presenting project proposals, and monitoring programme execution. The incumbent shall carry out the following main duties:

  • Coordinate the planning, implementation, and monitoring of project activities.
  • Monitor the execution of the established work plan.
  • Coordinate with project stakeholders.
  • Identify potential challenges and propose timely solutions.
  • Facilitate communication and coordination among stakeholders.
  • Implement a comprehensive monitoring and evaluation (M&E) framework.
  • Conduct field visits to project sites.
  • Prepare and submit periodic progress reports.
  • Lead mid-term and final evaluations.
  • Facilitate knowledge management.
  • Organize targeted capacity-building activities.
  • Provide input for knowledge products.
  • Facilitate international knowledge exchange.
  • Provide input for outreach materials.
  • Represent the project at national and international forums.
  • Identify synergies and co-benefits with other UNIDO and UN activities.
  • Perform other ad-hoc duties as assigned.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree (master's or equivalent) in a relevant discipline is required.

Technical and Functional Experience:

  • At least five (5) years of professional experience in technical cooperation project management is required.
  • Experience in chemicals and waste issues in Mexico is required.
  • Knowledge of the practices and procedures of the Mexican government is required.
  • Ability to research and analyse information independently is required.
  • Ability to write in a clear and concise manner is required.
  • Ability to work effectively in multi-cultural teams is desirable.

Languages: Fluency in written and spoken English and Spanish is required.
