Project Summary:

For the Protection of Human Rights Defenders and Journalists (PDP) is a program of the United States Agency for International Development (USAID). PDP aims to contribute to improving the institutional and operational capacity of governmental and non-governmental actors involved in the protection of human rights defenders and journalists. Through this program, it is intended to support the generation of a safer civic space for the exercise of freedom of expression and the defense of rights. PDP will work through August 2026 and engages with counterparts and allies at the federal and state levels.

Position Summary:

The Freedom of Expression Case Consultant will compile and thoroughly analyze national and international case law on freedom of expression and human rights defense, focusing on cases involving human rights defenders and journalists. The analysis will identify key precedents, jurisprudential trends, and best practices to strengthen the protection of these actors and enhance the quality of judicial decisions. It will concentrate on precedents from national courts (such as Supreme or Constitutional Courts) and international tribunals (Inter-American Court of Human Rights, European Court of Human Rights, UN Human Rights Committee) that have established key principles in protecting freedom of expression and human rights.


Responsibilities:

  • Develop a detailed work plan for compiling and analyzing case law, including timelines, research sources, and methodology, ensuring comprehensive coverage of national and international precedents on freedom of expression and the rights of human rights defenders and journalists.
  • Conduct thorough research on relevant national and international case law, identifying key cases from courts such as the Inter-American Court, European Court of Human Rights, and the UN Human Rights Committee.
  • Analyze, systematize, and document findings, highlighting key precedents, jurisprudential trends, and best practices to strengthen judicial protection mechanisms for human rights defenders and journalists.
  • Prepare preliminary and final reports that integrate research findings, trend analysis, and recommendations to improve judicial decisions in cases related to freedom of expression and human rights defense.
  • Prepare and assist the Chiapas Prosecutor's Office in delivering a presentation for International Human Rights Day.

Qualifications:

  • Bachelor’s degree in law or related fields required. Master’s degree in human rights, international law, or related fields preferred.
  • Minimum five years of experience in case law analysis, ideally on topics related to freedom of expression, human rights, and the protection of journalists and human rights defenders required.
  • Familiarity with international and regional human rights frameworks, particularly those of the Inter-American Court, European Court of Human Rights, and the UN Human Rights Committee preferred.
  • Strong skills in legal analysis, report writing, and formulating practical recommendations required.
  • Fluency in Spanish required.
