About This Position
The consultant will support the preparation and execution of related operations, used as co-financing for operations such as loans, investment grants and Technical Cooperation (TC) in the energy sector, and other reports or arrangements needed to advance the design, administration, monitoring, and execution of related energy sector operations in energy access. Also, the Energy Division is responsible for the technical coordination of IDB Eligible Operations under the LCEFPP. The support needed is for the identification, preparation, appraisal, approval, disbursement of resources, execution, cancellation, termination and supervision of Eligible Operations and activities financed with Resources of the LCEFPP. There are also reporting requirements under the LCEFPP agreement that need technical analysis. The operations may be co-financed with other donors’ projects and funds.
What you’ll do
- The consultant will collaborate in the identification, preparation and execution of related projects in universal access to energy and other areas aligned with the LCEFPP and similar funds.
- Collaborate in the identification, origination, and preparation of energy operations (operations such as loans, investment grants and Technical Cooperation (TC)) in the energy sector with concentration in energy access.
- Provide technical advice to energy operations and energy related operations and perform quality control reviews of energy operational documents for accuracy, clarity, and consistency.
- Update schedules and progress reports under preparation and execution, which includes updating project information within IDB’s operational systems.
- Support the energy lead specialist of the thematic group of energy access within the Energy Division and other project team leaders responsible for energy access projects.
- Participate in Quality Risk Review of related operations - briefings, energy projects meetings, negotiations and missions, and prepare minutes, briefs on projects status.
- Support IDB’s Technical Coordinator for the management of the LCEFPP in reviewing and ensuring that the technical and strategic vision for the Fund is met by each operation to be financed by the Fund.
- Assist in the gathering of relevant information, literature research, preparation of technical notes and dissemination materials, organization of workshops and similar tasks in the area of energy access and the linkages to the overall energy sector.
- Provide cross sector to the Energy Hub in energy access.
What you'll need
- Education: Master´s degree in engineering, economics, renewable energy, or a related field. Background in electrical or mechanical engineering, economics, finance or business administration or related area.
- Experience: At least 5 years of relevant professional experience. Experience within the IDB or other international institutions is desirable.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
Requirements
- Citizenship: You are a citizen of one of our 48 member countries and are a national or have legal residence or permission to work in that member country.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
- Travel to Latin American and Caribbean countries required.
- Remote Modality: The selected candidate will not provide services from the Bank’s office and will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.
Type of contract and duration
- National Consultant (Local Remote Consultant Modality)
- Length of Contract: 12 months, with a possibility of renewal for up to 24 months (for a total of 36 months), based on good performance.
- Work Location: 100% remotely from place of residence of selected candidate and services are expected to be provided from a country where the IDB Group has offices.
