Arthur Center Community Health is seeking an experienced Chief Financial Officer (CFO) to provide strategic financial leadership for their organization. This critical role oversees all financial operations and collaborates closely with senior leaders, the CEO, and the Board to ensure long-term financial health and operational excellence. The CFO will be instrumental in implementing robust financial processes, driving transparency, and enhancing the center's fiscal accountability.

The Opportunity

As the CFO at The Arthur Center, you will take on a pivotal leadership role, driving the organization’s financial performance and ensuring its long-term sustainability. As a key strategic partner, the CFO will lead The Arthur Center’s financial operations, providing insight and guidance to support the organization’s mission of inspiring community health and wellness across its six-county service area.

The CFO reports directly to the CEO and serves as a key member of the executive team. This role shapes financial strategies to align with the organization’s mission and goals. Leadership includes managing financial systems, processes, and team development to support The Arthur Center’s position as a leading provider of integrated behavioral and physical healthcare. The CFO oversees financial, operational, and administrative functions while collaborating with internal teams and external partners.

Current priorities center on balancing strategic and operational responsibilities. Key initiatives include:

1. Leadership Development: Establishing authority as a C-suite leader and trusted advisor to the CEO, Board, and executive team.
2. Financial Operations: Delivering accurate financial reports, completing audits, and ensuring compliance with FQHC and CCBHC requirements.
3. System Modernization: Advancing financial operations through tools like Paycore to enhance efficiency and clarity.
4. Growth Management: Refining infrastructure and systems to support ongoing operations, recent expansions, and future opportunities.
5. Team Building: Strengthening the finance team through mentorship, skill development, and succession planning.
6. Stakeholder Collaboration: Cultivating relationships with local partners, financial institutions, and community leaders to sustain growth.
7. Compliance and Innovation: Overseeing change management and ensuring adherence to evolving value-based payment models and healthcare standards.

CANDIDATE PROFILE

The ideal candidate will possess a robust blend of technical expertise, leadership ability, and interpersonal skills. The role requires a dynamic and capable financial professional who can effectively address both strategic and operational challenges while fostering a collaborative and team-oriented culture. 1. Strategic Financial Leadership: Strong technical expertise and strategic planning skills with the ability to lead initiatives that ensure the organization’s financial stability and long-term sustainability. Expertise in anticipating industry changes, navigating complex funding streams, and transitioning to value-based and prospective-payment models. Proven success in financial modeling, forecasting, and data-driven decision-making.
2. Healthcare Sector Expertise: Extensive knowledge of FQHCs, CCBHCs, and behavioral health centers, including operational, regulatory, and financial frameworks. Skilled in managing cost reporting, base unit cost adjustments, and compliance with CMS and state regulations.
3. Turnaround and Growth Management: Demonstrated ability to lead financial turnarounds, revamp systems, and improve team morale. Experience in mergers preparing for potential expansion and fostering strategic partnerships. Capable of designing and refining systems to support current needs and future growth.
4. Collaborative Leadership and Stakeholder Engagement: Exceptional interpersonal skills to work as a collaborator, team player, and mentor. Strong negotiation and relationship-building skills to engage effectively with Medicaid payers, state funding departments, trade organizations, and community stakeholders. Proficiency in advocating for organizational financial interests while maintaining compliance with state healthcare models.
5. Operational Oversight: Hands-on leadership of finance and facilities teams, ensuring operational efficiency and cohesive financial management. Proven ability to maintain accurate, reliable financial systems while delivering precise and timely financial information to the CEO, executive team, and Board.
6. Visionary and Business-Minded Approach: Balances a high-level, strategic perspective with meticulous attention to operational details. Focuses on maximizing revenue, financial efficiency, and effective management of the organization’s investment portfolio in collaboration with partner banking institutions.
7. Relocation and On-Site Presence: Willingness to relocate to Missouri, with relocation support provided. Limited hybrid arrangements are possible (80% on-site to ensure hands-on leadership and active engagement).
8. Board and Community Relations: Strong skills in building credibility and trust while working with community boards in a financial leadership capacity. Experienced in aligning financial strategies with organizational and community objectives.
9. Education and Credentials: A bachelor’s degree in accounting, finance, business administration, or a related field is required. A CPA is preferred but not mandatory. Candidates with a Master’s degree in healthcare, business, or a related field and substantial financial experience are strongly encouraged to apply.

ARTHUR CENTER

The Arthur Center, originally founded in January 1961 as the Audrain Missouri Child Guidance Clinic, has evolved significantly over the decades in response to changing mental health care needs and legislation. Established to address the increasing need for community-based mental health care, it became the first private, federally-funded community mental health center in the U.S. in 1968, named East Central Missouri Behavioral Health Center. By 1992, in honor of land donors Mr. and Mrs. J.B. Arthur, it was renamed Arthur Center and expanded its services to become a comprehensive regional mental health provider. Following financial challenges and a community-led initiative to retain local control, the Arthur Center reemerged in 2003 as a not-for-profit corporation, further expanding its services in 2013 to become a Federally Qualified Health Center (FQHC). Today, as Arthur Center Community Health, it continues to serve thousands annually, offering a wide range of mental health, substance abuse, and integrated clinical services across multiple facilities.

Located in Central Missouri, Mexico is a rural community of Audrain County. Mexico offers easy access to major cities while retaining the peace and tranquility of rural living. With a rich history and welcoming atmosphere, staff and Board members of the Arthur Center describe Mexico as large enough to blend while also being small enough to get to know people in a meaningful way. Mexico has an estimated population of 11,543 according to the 2020 U.S. Census.
