About us

Worcestershire Regulatory Services (WRS) is the Shared Environmental Health and Licensing Service for all six Worcestershire District Councils, hosted by Bromsgrove District Council. WRS delivers the Planning Enforcement and Environmental Crime functions on behalf of Bromsgrove and Redditch District Councils. Seen as a high priority, we work closely with the Development Management Team to deliver the enforcement services. WRS is based at Wyre Forest House in Kidderminster. The role

We are looking to recruit to one full-time permanent position and one full-time temporary position (until May 2026) to join our busy, forward-thinking service. You will be part of our Environmental Enforcement team, where we are looking for highly driven planning enforcement officers to join our team.

You will need to have enthusiasm, a commitment to accuracy, and good customer service. You must have the ability to work independently and have the confidence in using your own judgement and initiative whilst also working effectively as part of a wider multidisciplinary team. Training will be provided for those keen to learn and progress.

We are predominantly home-based but with a flexible hybrid approach to working that allows opportunities to work from an office environment at the WRS offices in Kidderminster whilst working on site in Bromsgrove and Redditch district areas.

Key requirements

You must have a science-related qualification, such as A-levels (Grade 5) or a degree/further qualification in a relevant subject (such as Environmental Health/Science, Town Planning, Construction Management, legal qualifications) or a related subject (grade 6). However, this post is career graded across Grades 5, 6, and 7 in order that the service may recruit people with limited experience in the field and develop them.

The initial appointment will be based on the qualifications and experience of the applicant in relation to the different levels within the post Job Description. Progression between grades is based on achieving and demonstrating competencies, qualifications, and the needs of the service.

Skills & experience

Desirable skills include:

  • An ability to provide advice and information to the public and/or businesses on legislation related to Planning Enforcement or wider regulatory services.
  • Carry out routine inspections of property and land to collect evidence and supporting information to enable enforcement decisions to be taken.
  • An ability to prepare, interpret and analyse reports and data sets and produce summary reports and advice for submission to a range of stakeholders.
  • An ability to understand and analyse complex problems and interpret and implement complex legislative provisions.
  • Ability to communicate to a variety of audiences and to negotiate to gain support on key issues.
  • Ability to organise oneself in the face of conflicting demands and priorities, responding positively and appropriately in emergency situations.
  • Ability to work under pressure and to meet multiple deadlines and performance targets.
  • Willing to appear as a witness and give evidence in Court when required.
  • Good oral and written skills to include report writing and presentation.

Additional information

Career graded posts based on experience, knowledge, and skills (as at 01/04/2024): Technical Officer Grade 5 (£28,624-£31,067) through Grade 6 (£31,067-£34,314) up to Senior Technical Officer Grade 7 (£35,235-£39,513).
