The Toronto site is going through a multi-year business transformation and an exciting period of unprecedented project volume. This transformation will require new operational strategies for executing and delivering our projects and enhanced ways of working. Within the Toronto Portfolio Management function, the Deputy Director Project Management directly contributes to executing and delivering our largest and most complex Industrial Affairs projects of the Toronto Site.
The Project Management Lead is responsible for managing 1 or 2 of our large & complex projects in Toronto and/or strategic programs and is referred to as End-To-End (E2E) Project Manager.
This role works as a deputy to a senior E2E Project Leader and is heavily matrixed, working closely with all project workstream leaders and project controllers to ensure projects are delivered on time, on budget, and meet expectations. As deputy to the Project Leader, this role supports the leader in project strategy definition, escalation, oversight on cost & schedule, stakeholder management, etc., and represents the project when the leader needs back-up.
The E2E Project Manager is a critical role in the overall management of the projects: this role is responsible for the project(s) cross-functional integration, bridging the boundaries, removing siloes, and enabling the flow of information among the various workstreams, managing the coordination of Resource Management, Scope management, Risk management, Lessons learned processes, and communication/reporting consolidation (executive summary), Shine updates (Cost, FTEs, and PKMs), drive conflict resolution, support the governance process (Steerco preparation, Funding request preparation, decision-making process, etc.).
When required, depending on the size of the project, the E2E Project Manager might require additional reporting roles (project coordinator, external, co-ops/VIE) and will be responsible for leading, developing, and managing these resources.
The E2E Project Manager must interact and foster collaborative relationships with workstream controllers, project team members, Finance, site leadership, local and global PMF (Project Management Function), and the leadership from external partners or government entities.
The Project Management Lead is a Subject Matter Expert in Project Management in general and specifically in the standard tools & processes from the vaccine M&S Project management handbook and as such is a trainer for all project managers, project controllers, and project leaders of our site project management training program and is the PMO representative to other projects steering committees.
The Project Management Lead is a coach for junior project managers across the site and leads site-wide improvements on project management standards and methodology.
When opportunity arises aligned with their development plan and availability, the Project Management Lead can be appointed as E2E Project Leader for a project.

Working on Large & complex projects, the Project Management Lead is a senior E2E Project Leader, works in constant interaction with senior leaders at the site level or at the global level.
Large & Complex projects require a company level of reporting and exposure to higher levels of the organization. It could include multi-sites interactions and connection with external business partners.
This role will require negotiating with senior leaders of the organization to ensure adequate budget and resource is allotted to the project while being flexible and adaptable to possible refinements of strategy.
This requires a solid understanding of business impact in alignment with priorities of the company.
DIMENSIONS/SCOPE
Project management for the largest & most complex strategic projects of Toronto site:
Responsible for managing cross-functional integration for project budget >15M euros with more than 5 different functions and/or multi sites and/or with external business partners or government entities.
Interact and foster collaborative relationships with work stream controllers, project team members, Finance, site leadership, site & global PMF, and the leadership from external partners.
Trains and coaches project leaders/managers across the site.
Responsible for leading, developing, and managing resources (project coordinator, external, co-ops/VIE).
Lead site-wide improvements on project management standards and methodology.
About You
Education/Certifications
Experience
6 years' experience in managing strategic complex projects in challenging environments, preferably in the pharmaceutical industry and/or manufacturing environment required.
PMP / PMI Agile certification or equivalent is preferred.
Project Management processes, project schedules, project cost estimation, and forecasting experience required.
Ability to develop business cases, change orders, collating/consolidating work-stream financial information.
Demonstrated experience in Agile/Lean project management and Scrum agile methodology and visual management.
Previous experience as ScrumMaster preferred.
Experience with Planisware Portfolio and Project management solutions is preferred.
Demonstrated leadership experience.
Expert in project management (respect project constraints such as time, cost, scope, quality to achieve project success).
Expert in project risks management (risk identification, qualitative and quantitative analysis, remediation plan development, and monitoring).
Outstanding organizational skills, time management, and dealing with conflicting priorities.
Strong interpersonal skills (with demonstrated stakeholder management, conflict management/resolution in group dynamics).
Advanced skills in Excel and MS Office applications and efficient use of company tools such as SAP, TrackWise, QeDoc, Excel, etc. with the ability to adapt to new tools.
