This is a Direct Hire Authority solicitation utilizing the DHA for the Department of Defense Prevention Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The Supervisory Prevention Specialist (Prevention Lead) (Prevention Workforce) serves as the Senior Commander's expert on prevention science and data-driven recommendations to improve the prevention system, address harmful behaviors, and create protective military communities.
Duties

  • Serve as the Supervisory Prevention Specialist (Prevention Lead) (Prevention Workforce) for the Integrated Prevention Advisory Group (1-PAG) at the Division or equivalent level.
  • Advise senior leaders on primary prevention activities and the public health approach to preventing harmful behaviors.
  • Advise senior leaders on how to address risk factors, develop protective factors, and how to act across the multiple levels of the Social Ecological Model (SEM).
  • Coordinate, organize, implement, analyze, and integrate comprehensive primary prevention efforts through coalitions within and outside the military community and in accordance with relevant DoD and Army-level policy, laws, and regulations.
  • Work with subordinates and other prevention partners to develop the prevention system (i.e., human resources, collaborative relationships, and infrastructure) and execute each step of the prevention process.
  • Responsible for development of a comprehensive integrated primary prevention plan for the military community.
  • Conduct and interpret needs assessments and complex analysis of existing integrated primary prevention capability and resource issues and assess factors that inhibit planning, implementation, and evaluation and document appropriately.
  • Use a wide variety of public health tools and data science, statistical, and/or analytical techniques and processes to inform integrated primary prevention activities.
  • Coordinate and monitor implementation of primary prevention activities and evaluations with varying degrees of sophistication in methodology.
  • Supervise a multi-disciplinary team of integrated primary prevention staff members.

Requirements
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbents of this position must obtain and maintain Level 5 DoD Credentialing Program for Prevention Personnel (D-CPPP).
  • Incumbents of this position must complete DoD SPARX Knowledge Parts 1 and 2 within 6 months of employment.
  • This position is designated as “Key” and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • Temporary Duty (TDY) Travel is up to 15%.
  • Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
  • Duties of the position require the employee to obtain and maintain the designated SECRET security clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Prevention Specialist {Prevention Lead) {Prevention Workforce);

A. Degree: Bachelor's degree (or higher degree) in the behavioral or social sciences, or related disciplines appropriate to the position, such as prevention science or public health.

OR

B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes experience conducting analysis of existing capabilities and resources to identify factors that inhibit implementation and evaluation of prevention activities; researching proposed approaches to prevention to ensure they are evidence-informed and will result in decreases of harmful behavior; supporting ongoing prevention policy development and refinement that supports the local prevention system and provides for evaluation of prevention strategy and activities; AND building the prevention capacity of the community through activities at the individual, interpersonal/family/unit, organizational, community and societal levels.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
