The Bundeskartellamt is an independent competition authority within the remit of the Federal Ministry for Economic Affairs and Energy. It is based in Bonn. We employ around 450 staff, around half of whom are trained in law or economics. Our task is to safeguard competition.

For some years now, we have been paying particular attention to the fundamental changes in economic activity brought about by digitalization. In addition to a large number of antitrust proceedings in the area of the digital economy - including abuse proceedings against leading internet companies - we use our powers in the area of consumer protection to scrutinize digital business models. In all of these areas, we work together with the EU Commission, the state antitrust authorities and foreign antitrust authorities. In the "Cross-sectional IT and IT Controlling" staff unit of the "Digital Services" department (D), a position is available at the earliest possible date as an

IT Controller (f/m/d)

to be filled full-time or part-time.

As an innovative authority, the Bundeskartellamt operates a modern information technology system with around 50 employees, which ensures an efficient and secure IT infrastructure, provides IT solutions for future-oriented administration and supports internal business processes in the long term. The Bundeskartellamt's IT supports the specialist departments in performing their diverse and demanding tasks and provides the basis for their daily work: the varied and team-oriented working environment includes both the design and safeguarding of functional IT operations and the planning and implementation of demanding projects.

These Interesting Areas Of Responsibility Await You:

  • Preparation of the IT financial plan and coordination of feedback from the organizational units in IT as part of the annual preparation of IT strategy and financial planning for a 5-year plan (IT framework concept).
  • Monitoring and controlling the cost-effectiveness of IT measures.
  • Supporting all organizational units in IT in the preparation of profitability and risk assessments as well as in the evaluation of project-relevant quality criteria.
  • Carrying out ad-hoc evaluations and preparing reports on financial figures.
  • Ensuring data quality in the systems used by the Bundeskartellamt.
  • Development of success criteria and their measurement methods as part of performance reviews.
  • Supporting the organizational units in order processing (e.g. creating purchase requisitions, carrying out invoice audits).
What You Need To Bring With You:
  • A successfully passed career examination for the higher non-technical administrative service or a successfully passed career examination for the higher tax service or
  • A successfully completed bachelor's degree or university of applied sciences diploma in the field of economics, administrative or business informatics or IT management or
  • successfully completed further training as an administrative business administrator, business administrator for controlling or certified business administrator (IHK) or successfully completed employee course II.
  • Willingness to undergo an extended security check in accordance with SÜG.

  • Very good knowledge and experience in the field of IT controlling.
  • Analytical thinking.
  • Very good knowledge of standard software (MS Office - especially Excel).
  • Strong ability to work conceptually and independently.
  • Very good verbal and written communication skills in German.
  • Strong communication and collaboration skills for working with internal and external partners.
  • High motivation and ability to work under pressure.
Also An Advantage:
  • Experience in the planning and implementation of IT-related projects.
  • Experience in IT service management.
Salary And Perspective:
  • The position is permanent in pay group 11 of the collective agreement for the public service (TVöD) with a six-month probationary period.
  • Depending on their qualifications and performance, employees covered by collective agreements may be granted an IT specialist allowance.
  • A subsequent transfer to civil servant status is sought if the necessary requirements are met.
  • If you are already employed as a civil servant, we will seek a secondment with the aim of transferring you to the Bundeskartellamt. The post in the upper non-technical service is graded according to salary group A 9 g to A 11 of the Federal Salary Code (BBesO).
  • In the civil service, promotion to the first promotion post (A 10 BBesO) takes place approximately one to one and a half years after completion of the probationary period under civil service law, subject to appropriate performance.
