The Bundeskartellamt is an independent competition authority within the remit of the Federal Ministry of Economics and Climate Protection. The office is located in Bonn. We employ around 450 staff, around half of whom are trained in law or economics. Our task is to safeguard competition.

For some years now, we have been paying particular attention to the fundamental changes in economic activity brought about by digitalization. In addition to a large number of antitrust proceedings in the area of the digital economy - including abuse proceedings against leading internet companies - we use our powers in the area of consumer protection to scrutinize digital business models. In all of these areas, we work together with the EU Commission, the state antitrust authorities and foreign antitrust authorities. In addition, we are currently setting up the first purely digital register in Germany, the Competition Register. Further information can be found at www.bundeskartellamt.de.

In the "Software Development and Data Analysis" department (D1A), a position is available at the earliest possible date as a

IT Application Manager (f/m/d)

(reference number 24-22) to be filled full-time or part-time.

As an innovative authority, the Bundeskartellamt operates a modern information technology system with around 50 employees, which ensures an efficient and secure IT infrastructure, provides IT solutions for future-oriented administration and supports internal business processes in the long term. Within information technology, the IT Procedures department (D1B) supports the specialist departments in performing their diverse and demanding tasks and provides the basis for their daily work: the varied and team-oriented working environment includes both designing and ensuring functional IT operations as well as planning and implementing challenging projects.

These Interesting Areas Of Responsibility Await You

  • Technical support of IT systems for case support (e.g. IT forensics viewing software, online survey software, geoinformation systems)
  • Coordination of the use of and cooperation with external parties (e.g. service providers, service centers) with regard to the further development and maintenance of IT specialist procedures
  • Quality assurance and test management of software systems and interfaces

What You Need To Bring With You

  • A bachelor's degree or university of applied sciences diploma in computer science or a comparable degree with an IT-related focus or
  • Demonstrably comparable skills, experience and knowledge, preferably with several years of professional experience in public administration or
  • A successfully completed career examination for the higher technical or non-technical administrative service.

We Also Expect The Following From You

  • Good knowledge of at least one modern programming language (e.g. Java, Python)
  • Good knowledge of working with (relational) databases
  • Good verbal and written communication skills in German
  • Analytical, results-oriented thinking and action
  • Strong ability to work in a team and deal with conflict
  • An independent, structured and careful way of working
  • Good documentation skills
  • Sense of responsibility and reliability
  • Willingness to undergo an extended security check in accordance with 9 SÜG

Also Advantageous Are

  • Good knowledge of working with web servers (e.g. Tomcat, Wildfly, JBOSS)
  • Knowledge of Linux or Windows servers
  • Experience in testing
  • Knowledge of the IT security requirements of the federal administration

Salary and Prospects

  • The position is permanent in pay group 11 of the collective agreement for the public service (TVöD) with a six-month probationary period.
  • Employees covered by collective agreements may be granted an IT specialist allowance depending on their qualifications and performance.
  • If the prerequisites are met, the aim is to offer civil servant status to tariff employees at a later date.
  • If you are already a civil servant, we will seek to second you with the aim of transferring you to the Bundeskartellamt. The post in the non-technical administrative service is graded according to salary groups A 9 g to A 11 of the Federal Salary Regulations (BBesO) and in the technical administrative service according to salary groups A 10 to A 12 BBesO.
  • In the non-technical administrative service, promotion to the first promotion office (A 10 BBesO) takes place approximately one to one and a half years after completion of the probationary period under civil service law, subject to appropriate performance.
  • In the technical administrative service, promotions are already possible within the probationary period under civil service law in the event of corresponding outstanding performance.
