The primary purpose of this position is to serve as the Integrated Response Program Manager (PM) at an Air Force Major Command or Space Force Field Command (MAJCOM/FLDCOM). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 0101 series and Group Standard for Professional & Scientific Positions.
BASIC REQUIREMENT:
- Degree: behavioral or social science; or related disciplines appropriate to the position.
- OR
- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
- OR
- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include applying knowledge of laws, regulations, and policies as well as social science principles, concepts, and techniques used to evaluate and determine the requirements for response-related programs. This includes:
- Applying knowledge of principles and techniques of social compact system design to analyze and make recommendations regarding education and training program objectives, policies, delivery systems, and resources to improve accessibility, responsiveness, and relevance to the command mission and the needs of its members.
- Using knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face.
- Providing knowledge of the budget and cost analysis process, and program planning and budgeting cycles in support of response program requirements.
- Communicating effectively, orally and in writing, applying knowledge, tact, and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues.
- Formulating and conducting assessments and evaluations to implement response plans and apply facilitation skills to specialists in the AFSOC AOR.
- Identifying individual and community risk and protective factors, researching, analyzing, interpreting, and applying rules, regulations, and procedures to determine the needed response programming approach to effectively meet the needs of the installation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated based on your level of knowledge, skills, abilities, and/or competencies in the following areas:
- Comprehensive and professional knowledge of laws, regulations, and policies as well as social science principles, concepts, and techniques used to evaluate and determine the requirements for response-related programs.
- Knowledge of principles and techniques of social compact system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems, and resources.

- Working knowledge of the budget and cost analysis process, and knowledge of program planning and budgeting cycles.
- Ability to communicate effectively, both orally and in writing, applying knowledge, tact, and diplomacy during difficult circumstances.
- Ability to formulate and conduct assessments and evaluations to implement response plans.
- Ability to identify individual and community risk and protective factors.
Other Significant Facts:A Master's degree or higher in a social science field containing research, biostatistics, public health, and primary and secondary response concepts is highly desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills that can provide valuable training and experience that translates directly to paid employment.
