Job Opening: Environmental Engineering Technician

Summary:
Technicians needed to provide environmental health drinking water sampling and support functions for U.S. Army Garrisons (USAG), Agreed Areas and Facilities (AFA), and Army Support Activities (ASA) within the USAREUR Area of Responsibility (AOR). Duties include coordination of sampling missions, drinking water sample collection, water sample bottle preparation, data entry on Government-furnished computing systems, and use of Government-furnished field drinking water quality analytical equipment to obtain physical and chemical quality information—work conducted in both office and field setting.
Qualifications:
- Education: Graduate of an Environmental Science Specialist/Technician Course from a postsecondary vocational/trade school or an Associate's or Bachelor’s Degree from an accredited university in Environmental Technology or Engineering.
- Experience: Minimum of one year experience in water sampling.
- Possess and maintain a valid Driver’s License, USAREUR driver’s license, US Army Transportation Motorpool (TMP) driver’s license, and International/EU Identity Card allowing travel within the EU for the entire term of service.
- Knowledge of environmental concepts principles and practices in the areas of drinking water quality; groundwater and surface water.
- Knowledge, ability, and skill in the use of personal protective equipment (PPE) including hearing protection, eye protection, protective gloves, and respirators, in laboratory and field environments.
- Ability to read maps and navigate to US installations in the PHCE area of responsibility.
- Ability to operate field equipment including but not limited to Spectrophotometer, colorimeter, GPS, pH/conductivity meter.
- Ability to lift up to 40 pounds of equipment; push/pull equipment carts; walk on uneven terrain, stand for long periods, and kneel, stand, bend, and reach during field missions.
- Skilled in drinking water sample collection techniques.
- Skilled in English language verbal and written communication to successfully present and document technical information obtained during sampling activities as well as communicate with customers and supervisors.
The Duties Include But Are Not Limited To:
- Requires travel: Places of performance include locations around Germany. Approximately 60% of the work is in an office or laboratory setting. The remaining 40% of the work required for this position is in a field setting which may require temporary duty away from the Landstuhl, Germany area.
- Assist with Drinking Water Surveillance Programs.
- Responsible for organizing logistical coordination for sampling missions, collection of drinking water samples, determining resource requirements, assisting in preparing sample kits for missions, performing field instrument measurements, meeting with relevant points of contact, and conducting site work on U.S. Government installations and responsible areas under existing PHCE policies and procedures.
- You shall document all field information and take photographs, when necessary, at the field site.
- Prepares and submits field activity reports and photo documentation not later than the business day after returning from a mission to the COR and EHS project engineer.
- Conducts quality control (QC) and calibration activities on portable water quality analytical equipment before use in a field environment.
- Reports all issues with equipment to COR when discovered.
- Communicate with PHCE staff (i.e., engineers, scientists, technicians) and garrison points of contact as necessary to organize sampling missions, and provide information on field activities and any findings from field activities or work in the office.
- Also assists parallel staff as needed.
- Drive a Government-owned vehicle to accomplish tasks.
- You shall operate government electronic equipment, computers, and computing systems. The use of government computers and computing systems will be only for official government purposes.
- Duties include:
- Collection of drinking water quality samples.
- QC and calibration of portable water quality equipment.
- Working with garrison points of contact to organize the sampling mission coordination and schedule.
- Briefing the project engineer on sampling mission planning and mission execution.
- Document and submit field activity reports and photo documentation.
- Working in a laboratory setting to assist in preparing sample kits.
- Entering documentation and data related to drinking water quality sampling into the Government computing systems of record (Defense Occupational and Environmental Health Readiness System- DOEHRS).
- Operate field equipment including but not limited to a Spectrophotometer, colorimeter, GPS, and pH/conductivity meter.
Please note that this opportunity is limited to individuals located near the place of performance and in Germany, preferably associated with the US Military under SOFA status, and/or Local Nationals.
DOCPER/SOFA/Logistical Support Status:
This position is not eligible for support under NATO Status of Forces Agreement (SOFA) supplemental agreement articles 72 or 73.
