Duties
- Contracts and Fiscal Law. Serves as a Senior Civilian Attorney for the Office of the Staff Judge Advocate providing legal advice and policy guidance on all major government acquisitions and expenditures. The incumbent provides the USAFE-AFAFRICA Commander, staff, program and financial managers, and contracting officers a single point of contact for authoritative legal opinions on extremely complex and difficult contract and fiscal law legal issues that often lack direct precedent for their application under existing Status of Forces Agreements (SOFAs) and other international treaties and agreements.
- Real and Personal Property Law. Serves as a Senior Civilian Attorney for the Office of the Staff Judge Advocate providing legal advice and policy guidance on the acquisition, disposal, conversion, and management of U.S. Government real and personal property. The incumbent provides professional legal advice and assistance to implement various legal authorities regarding the acquisition, disposal, conversion, and management of real and personal property, as delegated by and from the Secretary of Defense to the USAF or to other appropriate authority.
- Administrative Law and Ethics Program. Serves as a Senior Civilian Attorney for the Office of the Staff Judge Advocate carrying out responsibilities in matters pertaining to administrative law, focusing on ethics and related areas, including the Joint Ethics Regulation, general officer and spouse travel, financial disclosures, gifts to the Air Force, and post-government employment, among others.
Requirements
- U.S. Citizenship is required.
- If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement.
- Males must be registered for Selective Service.
- Attorney appointments are subject to serve a one-year probationary period.
- Candidates are not required to have active duty service or veterans’ preference to be referred and considered.
- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
- Employee must adhere to the Air Force Rules of Professional Conduct.
- Employee must be able to obtain and maintain an appropriate security clearance.
- Employee may be required to work overtime.
- Employee may be required to travel for temporary duty away from home station.
- Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
- Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
- Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care.
Qualifications
- You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Must be a graduate of an American Bar Association-accredited law school and be admitted to the active practice of law before the highest court of a U.S. state, territory, possession, or commonwealth, or of the District of Columbia.
- Knowledge and extensive experience of substantive laws, regulations, and policies in federal acquisition law, fiscal law, government ethics, and federal real and personal property transactions and management in order to provide timely and accurate legal counsel.
- Ability to develop and foster relationships and work collaboratively with personnel of other military components, air staff, COCOMS, Joint Staff, DoD, DOJ, DOS, and others.
- Must have the ability to exercise independent professional judgment and work with very limited or no preliminary instructions.
- Ability to effectively communicate complex legal issues and theories with a diverse group of individuals, in and outside the legal profession, both orally and in writing.
- Knowledge and Experience in identifying key facts, gathering relevant data, assessing their significance, and conducting thorough legal research.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
