Job Responsibilities:
Maintains awareness of current and emerging U.S. DoD/Army, applicable U.S., European Union and Host Nation environmental regulations and policies; monitors impact on mission and operations, advising Environmental Division Chief, Region Chief of Staff, Deputy Director and Director, senior mission and tenant leadership. Informs leadership on issues of imminent or actual non-compliance with regulatory requirements, and/or imminent threats to human health or environment. Advises on issues of potential criminal and/or civilian liability pursuant to non-compliance. Elevates issues of a controversial or critical nature through Region leadership to HQ IMCOM or HQAEC in a timely manner.
Assists Division Chief participating in planning of Strategic Initiatives and Garrison Support projects/programs. Determines the nature of probable environmental impact, seeks alternatives and assures that plans contain measures for environmental mitigation and protection, sufficiently comprehensive to assure that damages to the natural environment are minimized to the extent possible and compensated for. Incumbent is responsible for programming, planning, and executing specialized environmental studies, projects, support agreements, and/or contracts for the IMCOM-E Environmental Program. Incumbent is responsible for executing and/or managing surveys, assessments, and oversight/review of garrison management plans to support the Compliance Program; and/or managing execution of natural resources surveys, compatibility surveys and, through collaboration with garrisons and Host Nation officials, develop and program for natural resource compensation measures. These efforts include analysis of threatened and endangered species surveys, land condition trends analysis, changes in climate and extreme weather patterns, natural resource plans, and cultural resources surveys to support IMCOM-E garrison conservation programs.
Provides technical advice and assistance to garrison and region personnel, higher headquarters, and local Army Command levels. Reviews project documents for compliance with technical requirements and Army policy to determine soundness of conclusions and recommendations. Provides staff assistance and direction to garrison elements and subordinate activities on environmental compliance and conservation programs. Conducts on-site garrison program evaluations and provides environmental management consultation as part of oversight responsibility.
Represents IMCOM-E Region in consultation and making commitments with Host Nation officials concerning environmental projects and programs.
Performs other duties as assigned.
Minimum Qualifications:
* E&T Level III: 5 years of experience as defined in Experience B below PLUS 1 year as defined in Experience C below.
* E&T Level IV: 4 years of experience as defined in Experience B below PLUS 1 year as defined in Experience C below.
* E&T Level V: 3 years of experience as defined in Experience B below PLUS 1 year as defined in Experience C below.
* Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.
* Office automation skills required.
* Applicant must be in possession of a valid driver's license class B and must be able to obtain/maintain a government motor vehicle operator's license.
Language Proficiency:
English Language Proficiency Level C1 and German Language Proficiency Level C1 required.
