These are your tasks

Accompany the LVR in the digital transformation and develop innovative solutions together in a comprehensive 15-person team. Working in LVR Department 6 "Digitalization, IT Management, Mobility and Technical Innovation", you will have a special focus on developing and implementing modern IT solutions that ensure a secure and future-proof digital infrastructure. As a digitalization officer for IT security, you will make a decisive contribution to the further development of this field of activity.

Your Tasks Will Include:

• Management of projects/programs of overarching importance in the Landschaftsverband Rheinland, in particular IT security projects (e.g. introduction and commissioning of the "SoSafe" platform for the nationwide implementation of IT security alertness)
• Overall coordination of the IT security field of action for the entire LVR
• Definition of overarching requirements and standards in compliance with EU and BSI specifications
• Development and updating of IT security goals and strategies as well as IT security guidelines (e.g. IoT, external authentication services, seal services, identity and authorization management)
• Monitoring and controlling the IT security process, including coordination with other, sometimes decentralized IT security function holders
• Advising the IT Steering Committee, LVR departments and institutions as well as projects on fundamental IT security issues and process optimization
• Designing, evaluating and managing the implementation of solutions for overarching fields of action in overall IT management, in particular IT security
• Participation in the development of a cloud strategy for the LVR
• Evaluation and approval of IT security-related issues in collaboration with LVR-InfoKom (e.g. security standards for cloud services)

What you bring with you

• A university degree in computer science, mathematics or electrical engineering and information technology (university diploma, Master's degree) or
• Qualification for the technical services career path, career group 2, 2nd entry level, acquired through one of the above-mentioned courses of study and a corresponding two and a half years of full-time professional activity or
• Other employees who can demonstrate equivalent skills and experience based on many years of professional experience.

What else matters to us

• You have at least 3 years of experience in IT security, IT project management and the management of cross-divisional projects in particular, which enables you to manage complex projects in a targeted manner.
• Your very good knowledge of BSI IT baseline protection, the EU GDPR and other relevant laws and regulations in the context of IT security enable you to provide sound advice and secure implementation.
• Experience in change management and requirements management helps you to design processes efficiently and react flexibly to new challenges.
• Your strong communication and presentation skills enable you to present your content effectively and convince different target groups.
• A high level of analytical and conceptual thinking and your ability to grasp things quickly allow you to understand complex relationships and develop innovative solutions.
• With negotiating confidence and assertiveness at all hierarchical levels, you successfully achieve your goals and represent your positions with confidence.
