This position does not require relocation; however, it requires rotational travel for a minimum of 6 months at a time, with 2 weeks home (typical).

General Position Description
The Construction Security Manager manages and enforces all security protocols on a secure construction site, ensuring compliance with Intelligence Community Directive (ICD) - 705 standards for Sensitive Compartmented Information Facility (SCIF) construction. This role requires extensive technical knowledge of security measures related to SCIF construction and classified projects. Manages all contractor construction security requirements as required by the Construction Security Plan, ICD/ICS-705 and UFC-4-010-05 and receives direction from the US Government assigned Site Security Manager.
Responsibilities
- Work closely with US Site Security Manager, Construction Surveillance Technicians (CSTs), Project Superintendent, Assistant Superintendents and Quality Control Manager to ensure that all construction activities meet the required security standards.
- Monitor access to sensitive areas, supervise the movement of classified materials, and ensure that all project personnel adhere to strict security protocols.
- Conduct daily security inspections, oversee access control, and maintain detailed records of security-related activities.
- Perform similar duties to CSTs, including monitoring construction personnel and enforcing security measures in all classified areas of the project.
- Regular communication with US Government security representatives to ensure ongoing compliance with national security standards.
- Ensure compliance with security plans, policies and procedures to protect personnel, assets and information.
- Train and supervise the Project Delivery Team managing material and equipment within the project, ensuring they have the necessary skills and knowledge to perform their duties effectively.
- Conduct regular security assessments and audits to identify vulnerabilities and areas for improvement.
- Coordinate with relevant stakeholders to develop and maintain emergency response plans and procedures.
- Comply with required processes for access control systems, surveillance equipment and other security technologies to ensure effectiveness.
- Collaborate with internal departments, such as human resources and IT, to ensure compliance with security protocols and standards.
- Investigate security breaches, incidents and violations, document findings and implement corrective actions.
- Maintain strong relationships with external partners such as construction and security managers, vendors, and subcontractors to enhance security measures.
- Educate employees on security awareness, policies and procedures through training programs and communication initiatives.
- Ensure compliance with robust security strategies and policies prescribed in the Construction Security Plan to protect project assets, employees and facilities.
- Assess potential risks and vulnerabilities, investigate security breaches and reinforce appropriate measures to mitigate them.
- Lead and manage the secure laydown area in accordance with the Construction Security Plan.
- Collaborate with cross-functional teams to ensure integration of security requirements into business processes and projects.
- Conduct regular security assessments, audits and inspections to identify gaps and areas for improvement.
- Maintain and update emergency response plans, ensuring all employees know their roles and responsibilities.
- Collaborate with external stakeholders, such as the U.S. Site Security Manager, end-user security managers, vendors, and subcontractors to enhance security measures and respond to incidents.
Qualifications
- For Security Clearance Requirements – must be a US Citizen, as required.
- Has an active DoD Secret Security Clearance.
- A bachelor’s degree plus 3 years of recent specialized experience, OR;
- An associate’s degree plus 7 years of recent specialized experience, OR;
- A major certification plus 7 years of recent specialized experience, OR;
- 11 years of recent specialized experience.
- Track record of achievement and career progression.
- Demonstrated success managing security and secure construction requirements per the Construction Security Plan.
- Demonstrated success in mitigating security infractions by tradespersons, secure material shipping and construction oversight.
- Background in project start-ups to include establishing the Access Control Facility, Secure Storage Area and Construction Site Perimeter Security.
- Working knowledge of Microsoft Office 365.
- Working knowledge and implementation of ICD/ICS 705 and UFC 4-010-05.
- Working knowledge of the Safety Requirements of USACE EM385-1-1.
