This position will be in support of the Defense POW/MIA Accounting Agency. The DPAA is the US Department of Defense Agency responsible for the recovery and identification of fallen US service members from WWII to the Gulf War. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation. To accomplish this, the DPAA sends out organic and partner investigation and recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory. DPAA expands its recovery and identification capacity and capabilities through various innovation initiatives, and partners with research and academic institutes to address research requirements.

HJF is seeking a Casualty Resolution Officer to support the Defense POW/MIA Accounting Agency (DPAA) in Miesau, Germany. This position will be hybrid and a PEO hire. The CRO will perform administrative, liaison, and logistics functions to support DPAA missions in the Europe/Mediterranean region.

Responsibilities

  • The CRO will provide in-region expertise and perspective during the DPAA mission planning cycle, as well as during mission execution, and will serve as DPAA mission elements’ principal liaison with U.S. Embassy representatives and host nation entities. Additionally, the CRO will conduct post-mission assessments, provide feedback for future missions, and provide periodic written reports on the status of DPAA operations within the AOR and the possible impact of geopolitical developments on DPAA activities.
  • The CRO will serve as in-region coordinator and liaison with appropriate national and local government agencies, military departments, and any other requisite agencies to obtain the necessary host nation permits and support for DPAA activities within the AOR.
  • The CRO will be responsible for coordinating, facilitating and tracking all phases and aspects of DPAA mission elements’ movement into/within/from the AOR, to include customs and immigration procedures, equipment importation, and any other required processes. The CRO will ensure administrative closure with all host nation permitting authorities at the conclusion of field activities, to ensure the Agency remains in good standing, and that permitting for future field activities is not negatively impacted. The CRO also will facilitate permitting for partner missions, as time and capacity allow.
  • The CRO will provide primary interpretation and secondary translation support. As well, the CRO will maintain timely situational awareness of local and regional political-military developments within the AOR and inform both the Detachment and WE MDT of emerging issues likely to impact DPAA activities within the AOR.
  • The CRO will be responsible for day-to-day administrative tasks, such as the drafting and tracking of official correspondence, and records management. And the CRO will serve as in-region coordinator for DPAA logistics requirements, facilitating the procurement of supplies and services to support DPAA activities, and reporting on the status of contracting efforts underway. The CRO also will perform preliminary assessments and make recommendations on potential resources, as well as advise on any host nation sensitivities potentially resulting from DPAA contracting efforts. Further, the CRO will assist in determining field team locations, suitable lodging, and local procurement of goods and services.
  • The CRO will be responsible for attending planning and coordination events at various locations throughout the WE MDT AOR, as directed, several times per year, or as required during mission deployments. On an occasional basis, the CRO will attend planning and coordination events at DPAA Headquarters.

Required Knowledge, Skills and Abilities

  • Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team.
  • A demonstrated knowledge of the DPAA accounting practices and processes.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office.
  • English fluency (reading, writing and speaking) is required.
  • French fluency (reading, writing and speaking) is required.
  • A working knowledge of Dutch.
  • Needs to have a valid driver’s license, able to drive in Europe.

Physical Capabilities

  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team.
  • A demonstrated knowledge of the DPAA accounting practices and processes.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office.
  • English fluency (reading, writing and speaking) is required.
  • Ability to stand or sit at a computer for prolonged periods.
  • Operating motor vehicles.

Work Environment

  • This position will take place primarily in an office setting.

Education and Experience

  • Bachelor's degree required; Master’s degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 6-8 years experience required.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.
