Job Responsibilities:

Performs construction project management for the NSO in partnership with NATO, Bundeswehr, US Military, and German Government offices. Work performance requires technical skills and a broad knowledge of: (a) available project funding streams and procurement methods and processes; (b) current engineering methods, techniques, and disciplines; (c) construction methods, techniques, materials, equipment, costs, inspection, and safety practices; and (d) contractor quality control and quality assurance requirements.

Based on funding approvals, manages the construction procurement process with the appropriate contracting agency depending on the method of execution. Investigates and studies problems which have been encountered such as the disclosure of field conditions requiring change in plans, faulty construction or defective materials, labor difficulties, interpretations, and contentions by contractor that work required is beyond that included in the contract.

Performs field inspections for appraising work and ensuring construction is in accordance with the scope of work and approved designs. Coordinates with the Infrastructure Staff Officer and other NSO staff to develop requirement priorities and make procurement recommendations. Ensures applicable NATO, Host Nation and other applicable laws, regulations, policies, etc, are incorporated into the programming of projects.

Signs for and maintains all property required by the position. Updates project tracking reports in accordance with supervisor's prescribed frequency as well as provides special reports as requested.

Performs other duties as assigned.

Minimum Qualifications:

Description of the Education & Training Levels:
E&T Level IVB and IVC: A Meister Diploma or Staatlich gepruefter Techniker in a trades or crafts field directly related to the position; PLUS 4 years of job related experience as defined below.

E&T Level V: Graduation from a University or equivalent, e.g., Fachhochschule, the Berufsakademie, or Technische Hochschule as Wirtschaftsingenieur, Ingenieur des Maschinenwesens, der Elektrotechnik oder des Bauwesens; PLUS 3 years of job related experience as defined below.

Job Related Experience: Experience must be directly related to the area of specialization of the position and must be at a level of difficulty that compares to the grade of the position. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.

• Office automation skills required.
• Driver's license class B required.

General Information:

This position is a Nonappropriated Fund Position. Must be able to obtain & maintain a NATO SECRET clearance.

Special Conditions for NATO SCHOOL Oberammergau:
Must be a citizen of a NATO member state and must be able to establish residency with permission to work in Germany before or within the probationary period. As proof a current German residence permit must be presented.

Must present either a valid Police Good Conduct Certificate from the local resident registration office or a valid NATO and/or National Security clearance on initial appointment or reappointment after a break in service of a period longer than 6 months. Costs for the certificates are not reimbursable.

A Local National Screening Program (LNSP) background check must be initiated within 3 days of appointment in order to determine suitability for continued employment. An unfavorable result will lead to the termination of employment during the probationary period or any time thereafter, if the background check reveals that the employee constitutes a security risk.

Occasionally temporary duty travel (TDY) required.
Situational teleworking possible.
