Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.
EXTERNAL Local National Applicants, who reside in Germany.
Responsibilities:
Performs initial, in-process, final inspections and carries out repairs on a variety of heavy wheeled diesel, gasoline, electric and/or multi-fuel powered commercial, military, and special purpose vehicles/equipment including heavy engineer construction equipment such as cranes, power shovels, road rollers, bulldozers, caterpillars, compressors, and generators subject to major repair, rebuild, general overhaul, and modification. Also inspects automotive vehicles such as sedans. Inspects the functioning and interaction of power and motion elements, electrical cooling, and suspension systems, instruments and condition of body and chassis. Diagnoses extent of mechanical, hydraulic, electrical and material defects. Determines nature and extent of repair work. Estimates costs for man-hours and material. Classifies vehicles and equipment as to economically repairable or not economically repairable. Completes inspection sheets stating type and extent of repair work. Inspects technical adequacy of completed repair work, makes operational and final road tests. Certifies roadworthiness of vehicle and records results. Prepares and signs inspection sheets and similar documents. Performs mechanical safety inspections of privately owned vehicles (POV) belonging to Soldiers and Department of Army Civilians (DAC) to determine roadworthiness, proper functioning of lights, brakes, steering, condition of tires and vehicle, etc. Informs owner of deficiencies detected and explains repair work required. Re-inspects vehicles that failed initial inspection after repairs and/or corrections have been made. Certifies application sheet and similar documents in order to meet regulatory requirements. Plans and coordinates for the availability of material and equipment required to perform work. Identifies parts required for repair and services. Accounts for material, time and equipment used to accomplish repair. Performs equipment inspection and completes inspection reports. Performs daily checks and inspections on shop equipment in use at BASOPS Maintenance Directorate to ensure safe and serviceable conditions. Solves findings on the spot.
Performs other duties as assigned.
Minimum Requirements:
Description of the Education & Training Levels:
- Following qualification standards apply for internal placements. E&T Levels I: PLUS 3 years of creditable experience as defined below.
- E&T Levels II: PLUS 2 years of creditable experience as defined below.
- E&T Levels III A is creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; PLUS 1 year of creditable experience as defined below.
- Creditable experience: Journeyman or equivalent level experience in the trade or in a closely related trade that is to be performed in the position.
- E&T Levels IV A, B, and C, are creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; no additional experience required.
- E&T level, III B, C and IV D and V are not creditable to use for substitution of experience. Individuals with these E&T Levels must demonstrate knowledge and experience in the trade of the position.
Exceptions:
- Current employees in the same or similar inspector or specialist positions who have served one year in their current grade qualify for the next higher grade, regardless of their E&T Level.
- Current employees who have served one year in a foreman position without official certification as foreman (Meisterbrief) in the same or similar occupation qualify up to the C-6 level.
- In the absence of qualified applicants, a waiver of qualification requirements may be initiated in order to promote or reassign current employees who have already been performing the same or similar work.
Following qualification standards apply for external placement:
- E&T level I, IIA, III B and C and IV D: Not acceptable for positions in this occupational series.
- E&T Levels IIB: Only creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; PLUS 2 years of experience at the journeyman or equivalent level in the trade or in a closely related trade that is to be performed in the position.
- E&T Level III A: Only creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; PLUS 1 year of experience at the journeyman or equivalent level in the trade or in a closely related trade that is to be performed in the position.
- E&T Level IV A, B, and C: Only creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; no additional experience required.
- E&T Level V: creditable with a directly or closely related field of study to the trade of the position; no additional experience required. If the study is not in a directly or closely related field, the individuals must demonstrate knowledge and experience in the trade of the position.
Exceptions: In the absence of qualified applicants, a waiver of qualification requirements may be initiated.
LANGUAGE PROFICIENCY LEVEL / SPRACHKENNTNISSE:
English Language Proficiency Level B1 and German Language Proficiency Level B2 required.
