Roles and responsibilitiesReporting to the Regional Manager, Procurement Asia South, you are responsible for execution of proper contracting processes related to Borouge operations in Asia South according to the implemented policies, business processes, procedures, guidelines, and practices to ensure and secure the company resources. This includes performing the contracting process from receipt of the contract request until the award of the contract, as well as supplier performance and relationship management.
The procurement activities in Borouge Asia South are all indirect procurement, including management consultancy, professional services, digital/IT expenditures, marketing communications, general admin, and facility management services, plus Capital/CAPEX projects that support Borouge growth and expansion in the Asia Pacific region.
You will also be responsible for resolving contractual issues and claims from contractors for contract variations and maintaining follow-up until closeout of the contract file in accordance with the contract terms and conditions and procedures.
Additionally, you shall assist the Department Manager to drive continuous improvement initiatives and ensure operational excellence.
This position is based in Singapore.
Key Accountabilities:
Category Strategy- Perform and execute contracting processes according to category strategies that enable specialized contracting at lower costs.
- Conduct risk management (in coordination with Department Risk Champion), identifying potential risks and developing mitigation plans to minimize risks for the company.
- Able to translate project requirements into specific procurement activities.
- Align long and short-term procurement strategies with overall corporate needs.
Contractor Relationship Management
- Define supply base, including identifying and developing new sources and driving its qualification to provide desired quality supplies to the company.
- Identify strategic relationships to enable targeted supplier relationship management.
- Conduct contractor relationship management initiatives (e.g. cost reduction and value engineering initiatives) to ensure maximum value is captured from the supply base.
- Conduct performance evaluation of contractors to identify measures for continuous performance improvement.
Desired candidate profile
- Execute the tendering process as per company policies and procedures to identify the best sources on the supply market and comply with all legal and regulatory requirements.
- Develop contracting strategy based on the scope of work/services and ensure that the final account to the contractor is based on the completion of defined deliverables.
- Drive preparation of Contracts for selected services within responsibility to improve commercial conditions and reduce administrative effort.
- Achieve cost-effectiveness and cost-savings through efficient vendor selection as per company policies and procedures.
- Produce procurement-related documents and organize the documentation/record filing according to the company and project requirements.
- Efficiently allocate resources to reduce the tendering cycle time.
About You:
Minimum Qualification
- Bachelor’s degree, preferably in an Engineering or Supply Chain discipline or equivalent professional qualifications.
Minimum Experience & Knowledge & Skills
- Knowledge of relevant contract laws and regulations.
- Sound knowledge of commercial practices, legal aspects, and negotiation skills.
- 8 years of relevant procurement experience.
- Minimum 3 years of indirect procurement experience, preferably in management consultancy, professional services, IT spend, facilities management, and marketing communications.
- Experience in procurement related to Capital/CAPEX projects preferred.
