THE COMPLEX: The core mandate of the Vice Presidency (ECVP) is to lead the Bank Group on prioritizing the generation, analysis, dissemination, brokering and implementation of relevant knowledge solutions in all High-5 operational priorities and the cross-cutting themes of its Ten-Year Strategy.

THE HIRING DEPARTMENT/DIVISIONS: The mandate of the Country Economics Department is to position the Bank at the center of socio-economic knowledge-led Country and Regional strategies, policy dialogues and operations.

THE POSITION: Senior National Country Economists work under the supervision of the Division Managers in the Country Economics Department and the Lead Economists for the region (on technical matters), and report administratively to Country Managers in charge of their countries of assignment.

KEY FUNCTIONS: The Senior National Country Economists will:

  1. Analyse the economic and financial situations of assigned Regional Member Countries.
  2. Contribute to the preparation and dissemination of Bank’s flagship publications.
  3. Support the Business Delivery Units in the dialogue with the National Authorities and other stakeholders.
  4. Undertake assigned Economic and Sector Work.
  5. Identify, prepare, evaluate, and monitor the implementation of economic programmes.
  6. Coordinate the preparation of Country Strategy Papers.
  7. Maintain effective communication with relevant units in the Bank.
  8. Participate in Country Portfolio Reviews.
  9. Participate in the preparation and monitoring of budget support loans.
  10. Participate in aid coordination activities.
  11. Undertake Country Policy and Institutional Assessment (CPIA).
  12. Participate in the preparation of Country Fragility and Resilience Assessment.
  13. Participate in the preparation of ECCE Divisions’ budget and recruitment of consultants.
  14. Develop and build client relations at all levels.

COMPETENCIES (skills, experience, and knowledge):

  1. Hold at least a Master’s degree in Economics or related fields.
  2. Have a minimum of five (5) years of relevant experience in macroeconomic policy analysis.
  3. Strong planning and organizational skills.
  4. Capacity to connect and influence stakeholders.
  5. Ability to handle high-level demands of a complex organization.
  6. Good grasp of developing countries issues.
  7. Solid technical and quantitative skills.
  8. Proven experience in economic modelling and forecasting.
  9. Competence in the use of at least one standard econometric software.
  10. Very good knowledge of portfolio management.
  11. Strong experience in policy dialogue.
  12. Strong analytical and organizational skills.
  13. Problem solving capabilities coupled with innovation skills.
  14. Excellent verbal and written communication skills in English, with a good working knowledge of French.
  15. Competence in the use of standard Microsoft Office Suite applications.
