Job description

Duties

  • Implements and administers the Information Security Program for the unit. Implements DoD, USAF, and MAJCOM policies and develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by unit activities.
  • Develop, direct, and evaluate the Personnel Security Program for the unit. Implement DoD and AF security procedures for processing requests for security clearances for military and civilian personnel.
  • Develop, direct, and evaluate unit's Operations Security (OPSEC) Program. Implement and administer the physical security program for the unit.
  • Administers and implements the Information Systems Security Program. Implement, organize, and conduct the unit Security Education Program.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

  • Work is in a field support setting or a traditional office setting in a windowless vault/secure facility with artificial lighting, air conditioning and heating.
  • This position is in the excepted service authorized by Title 10 U.S.C. and covered by the Defense Civilian Intelligence Management System (DCIPS). The employee must also sign a Statement of understanding prior to occupying a DCIPS position.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Comprehensive knowledge of information, operations, personnel, physical, and special security concepts, principles, and practices to plan and implement security programs in these areas.
  • Advanced knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
  • Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the unit.
  • Ability to communicate orally and in writing, clearly, concisely, and accurately.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

Conditions Of Employment Continued

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
