The below listed responsibilities and requirements are assessed during the interview stages and will further be confirmed with the relevant professional references that you currently are or have reported to in your previous two positions.
Core Purpose
To manage and co-ordinate construction of Bulk Infrastructure services which includes: Bulk earthworks, Water and Sewer, Roads and Stormwater, some internal electrical reticulation on site on behalf of the Engineer. The ability to understand the Engineer’s design, providing the correct interpretation of the Engineer’s drawings and specifications, and to monitor that work is carried out in accordance with the drawings as well as the project’s quality requirements. To administer the contract in accordance with the GCC 2015. Ability to interpret contractor’s construction programme.
Key Performance Areas
- Responsible for total site management and project implementation.
- Maintain a full time presence on site (working hours to be agreed) and act as liaison between the Contractor and the Engineer’s design office.
- An all-rounder professional, comfortable working with building, civil, structural, electrical and mechanical Contractors, fully conversant with the technical issues and the building processes in the construction of civil, structural and building services works.
- Assist with initial setting of quality standards and control procedures and thereafter continuously monitor the supervision and quality control process carried out by the Contractor/s.
- Constantly review work procedures and monitor use of construction materials.
- Examine Contractor’s proposed programme and comment when necessary.
- Monitor that the contractor performs duties in compliance with design and specifications.
- Making sure that work is carried out to the client's standards, specification, correct materials, workmanship, and schedule.
- Becoming familiar with all the relevant drawings and written instructions, checking them, and using them as a reference when inspecting the works.
- Provide contractor with technical interpretation of engineering design drawings and specifications.
- Overall technical inspections of work in progress and preparing progress reports.
- To ensure there is full co-ordination of various services and avoid clash of services on site.
- Site administration which includes assisting the Engineers with payment certificates, signing off quality management forms, maintaining appropriate site documentation and records of design change and compiling regular progress reports.
- Maintain a site diary.
- Receive contractor’s claims on behalf of the Engineer.
- Evaluate contractor’s claims and recommend to the Engineer for a ruling.
- Issuing site instructions (within predefined limits) on behalf of the Engineer.
- Having a working knowledge of Health and Safety legislation and bringing any shortfalls observed to the attention of the Engineer.
- Taking measurements and samples on site to ensure that the work and the materials meet the specifications and quality standards.
- Being familiar with legal and contractual requirements and checking that the work complies with them, including a full working knowledge of GCC 2015 form of contract.
- Rigorous and detailed inspection of materials and workmanship throughout the construction process.
- Arrange the completion of “as-built” drawings, construction completion report and associated documentation.
Job Requirements
Qualifications:
- BTech or BEng/BScEng in the built Environment preferably civil engineering.
- Professional Registration from a recognized professional body within the Built Environment specifically, PrTechni or PrTech or PrEng, PrCPM will be an added advantage.
Experience:
- A minimum of 10 to 15 years in site supervision, Construction Management and Contract Administration including experience as a Clerk of Works/Resident Engineer/Site Engineer/Site Agent on major Bulk Civil engineering works.
- Knowledge of the OH&S Act, environmental requirements and its applications.
- Administrative capabilities and report writing skills.
- Knowledge of Civil Services (Bulk Earthworks, Roads, Stormwater, Water, Sewer).
- Exceptional communication skills written and oral.
Computer Competency:
- MS Office Suite including MS Projects.
Additional Requirements:
- Valid driver’s license.
- Own transport suitable for use for site work.
- Traceable portfolio of evidence that demonstrates experience in similar works (minimum of 5 such projects).
