Job Purpose:

Directs, organizes, monitors, and manages the overall operation of the power supply (Including CHP), the production and distribution of utilities (hot water, water reservoirs, natural gas, 11KV / V electrical systems, all sewer / effluent systems, compressed air, Ammonia Plant- Chilled Water), the maintenance of these systems, HVAC system, fire protection systems, the contracted Facilities services (Effluent plant, Water Treatment) and the Sustainability (energy, water) Management program.

Key Responsibilities:

  1. Support the site's OEE targets by the provision of % site services and utility availability.
  2. Effectively manage the operation and maintenance of Utilities to reduce the likelihood of a significant disruption of utilities (i.e. HVAC - heating and cooling, electricity, water, compressed air, natural gas, steam generation, Ammonia Plant) provided to the site and assure 24-hour support and responsiveness to mechanical failures or emergency situations, remaining available for on-call technical support for emergency responses.
  3. Develop KPIs which demonstrate the correlation between Facilities provision and Utilities effectiveness to Production line performance.
  4. Coordinate and sometimes directly supervise utility outages and the performance of emergency and routine maintenance on site utilities and facilities.
  5. Plan, prioritize, assign, manage and review the work of subordinates/contractors responsible for facility and utilities maintenance.
  6. Establish schedules and methods for providing facility and utilities maintenance services; identify resource needs; review needs with appropriate management staff and allocate resources accordingly.
  7. Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
  8. Assume responsibility for the performance of employees in the area of responsibility by reviewing work in the field and evaluating the quality of the work performed.
  9. Manage the provision of outsourced services (effluent plant operation, Fire Protection services, Ammonia Plant, HVAC etc.) to achieve agreed service/performance levels.
  10. Lead the site utilities sustainability agenda by way of developing Stewardship teams to drive continuous improvement on utilities usages and performance across the site.
  11. Ensure that all utilities standby/back-up systems (CHP, air compressor, water tanks, boilers) are fully functional.
  12. Develop and organize preventative maintenance and safety inspection programs for all utilities equipment.
  13. Train or coordinate training in utilities maintenance and safety methods, procedures, and techniques.
  14. Assist the line manager in the preparation and administration of the utilities maintenance budget; submit budget recommendations; monitor expenditures; prepare cost estimates; submit justifications for equipment; monitor budget expenditures as agreed by manager.
  15. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of utility maintenance; incorporate new developments as appropriate into programs.

Experiences & Qualifications:

  1. B-Tech in Engineering Qualification.
  2. Degree in Mechanical/Electrical engineering would be advantageous.
  3. GCC- Factories would be advantageous.
  4. Minimum five years Utilities management experience ideally in an FMCG environment.
  5. Contractor management.
  6. Project management.
  7. Experience of continuous improvement/QA/lean manufacturing methodology and implementation.
  8. Knowledge and experience in operation and maintenance of utilities equipment.
  9. Knowledge of health and safety requirements in factory environment.
  10. Operations, services, and activities of a building maintenance, repair, and construction program.
  11. Materials, methods, terminology, equipment and tools used in the maintenance, repair, and construction of building structures and systems including those used in performing plumbing, cooling, heating, electrical, mechanical, and painting work.
  12. Principles of supervision, training, and performance evaluation.
  13. Construction and project management principles.
  14. Pertinent local and municipal by-laws, OHSACT, and SANS codes, and rules.
