ProSidian Seeks a Mining Industry Regulatory Expert / Consultant [541690 Contract Contingent] located in Cape Town South Africa to support an engagement for U.S. Govt. International Technical Assistance Program (ITAP) providing assistance on technical, regulatory, environmental, and financial management for national development on a range of energy and non-energy resources.

- Environmental impacts and social and community issues related to resource development
Candidates shall work to support requirements as a Mining Industry Regulatory Expert / Consultant and provide industry technical expertise, experience, training, and support with Energy, Extractives, and Renewable Energy concerns related to Regulatory concerns covering the direct and indirect Regulatory impacts of energy acquisition, transport, production and use related to and resulting from the Mining Industry.
- Assigned job duties may support stakeholder Regulatory Compliance functional areas such as sampling, data capture, data analysis/decision support, documentation, report preparation, or related areas
- Assist in the implementation of policies and procedures to ensure awareness of and compliance with requirements of the project
- Conduct scientific studies and investigations in accordance with established procedures and apply precedent and standards in analyzing and interpreting data to provide technical guidance to stakeholder field personnel
- Develop and oversee the use of appropriate procedures and guidelines, review documents for accuracy, and may act as a team lead or technical advisor on small projects
- Develops solutions to problems encountered and coordinates various technical aspects of work to ensure compliance with all contractual, statutory and regulatory requirements and procedures
- Prepares, coordinates, or supervises the preparation/completion of technical Regulatory resource reports, resource agency consultations, Regulatory permit applications, and acquisition of applicable Regulatory clearances and approvals.
- Provide Regulatory policy advice, assistance, training, and support for compliance programs through inspections of permitted projects, management of stakeholder Regulatory Inspection staff, and/or submittal of requisite compliance reports.
- Provide Regulatory policy advice, assistance, training, and support for project planning activities to assess and relay applicable Regulatory permit/approval requirements, and maintain project budgets and schedules.
- Provide technical and/or functional support to stakeholder Regulatory Compliance Teams and prepare, interpret, and/or review correspondence, calculations, proposals, plans, specifications, investigations/studies, surveys, reports, structures, and/or systems
- Reviews and manages contractor work to ensure services are performed according to applicable Regulatory specifications, standards, and regulatory requirements.
- Provide insight into regulatory processes, pricing, supply and demand dynamics, market design, fuel sourcing, financing, technologies, and operations to help our clients thrive in an ever-changing environment.
The Mining Industry Regulatory Expert / Consultant shall have Minimum of Ten (10) years of consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and Proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.
- An Accredited Master's Degree or Recognized Law Degree from an accredited college or university in Energy Policy, Engineering, Environmental Policy, Environmental Science, Political Science, Public Administration, Public Policy, Urban Planning, or a closely related field with a specialization in an appropriate field of physical, biological or environmental science or in public administration.
- An Accredited Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education with Minimum of five to seven (5-7) years of directly related work experience involving environmental regulations impacting the Mining Industry.
- Candidates should be comfortable with quantitative analysis, public speaking, advocacy group engagement, and environmental issues.
- Demonstrated interest in energy and economic development policies, in particular, focused on regulatory aspects of Energy, Extractives, and Renewable Energy integration
- Energy, Extractives, and Renewable Energy regulatory expertise with Mining Industry experience developing regulations and standards
- Experience should include drafting and negotiating purchase and sale, joint development, participation, famous/farming, operating, transportation and gathering agreements, oil & gas leases, and related documentation.
- Knowledge/familiarity with energy policy and business models of organizations that govern energy regulatory affairs, including Regulatory Commissions and governing bodies for Environmental Conservation, resource management, and others.
- Strong organizational, program management, teambuilding, communication, and facilitation skills with ability to present in public forums

- Business Tools – understanding and proficiency with business tools and technology, including Microsoft Office. The ideal candidate is advanced with Excel, Access, Outlook, PowerPoint and Word, and proficient with Adobe Acrobat, data analytic tools, and Visio with the ability to quickly learn other tools as necessary.
